Job Overview:
The UN Partnerships Officer position is located within the United Nations Resident Coordination Office (RCO) in Phnom Penh, Cambodia. The role is pivotal in providing strategic advice and support to the Resident Coordinator and the UN Country Team (UNCT) on developing and managing partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will work within the context of Cambodia's national development strategies and the UN's Sustainable Development Cooperation Framework. The position requires a proactive approach to engage with various stakeholders, including civil society, the private sector, and government entities, to foster collaborative initiatives that advance the SDGs. The officer will also be responsible for resource mobilization efforts, ensuring that partnerships are effectively leveraged to support development priorities in Cambodia.

Duties and Responsibilities:
The Partnerships Officer will be responsible for a range of duties, including:
  • Providing substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other stakeholders for SDG achievement. This includes advising on the development and implementation of the UN Partnership Strategy, convening and servicing the UNCT partnerships working group, and conducting liaison with UN entities at various levels.
  • Participating in joint partnership and resource mobilization initiatives, supporting the management of pooled funds for the UN Sustainable Development Cooperation Framework, and analyzing the donor landscape to identify funding opportunities.
  • Collaborating with the RCO economist and finance experts to promote partnerships that support financing for the SDGs, preparing briefing papers, and contributing to advocacy efforts.
  • Contributing to knowledge management and capacity development related to partnerships and resource mobilization, including researching best practices and maintaining a repository of potential donors.
  • Performing other related duties as assigned, ensuring effective engagement with stakeholders and promoting innovative approaches to partnership development.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should also have experience in preparing project proposals and concept notes, as well as familiarity with Cambodian government institutions and the domestic private sector. Experience in UN interagency coordination, SDG financing, and inclusion strategies promoting gender equality and youth participation is desirable. Additionally, candidates with experience in data analytics or related areas will have an advantage.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have a proven track record in developing strategic partnerships and resource mobilization strategies, as well as experience in preparing project proposals. Familiarity with the Cambodian context and experience in UN interagency coordination are also important.

Languages:
English and Khmer are the mandatory languages for this position. Proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Khmer is also required at the same proficiency level. Knowledge of French is considered an asset but is not mandatory.

This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and the availability of the post. The position is open to nationals of Cambodia only, and candidates must possess national experience or knowledge of the national language and culture.
