National Consultant for My Journey Mobile App Update

Established to monitor the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), UN Women Cambodia collaborates with the national women’s machinery and various stakeholders to address issues related to violence against women and promote women's rights. The organization has been actively involved in developing and implementing national action plans and projects aimed at protecting vulnerable groups, particularly women migrant workers, and enhancing their access to information and services.

Job Overview:
The National Consultant for the My Journey Mobile App Update will play a crucial role in providing technical support for the update, testing, maintenance, and deployment of the My Journey Mobile App. This app serves as a vital resource for Cambodian women migrant workers, offering reliable information on safe migration, labor rights, and essential services. The consultant will work closely with UN Women’s programme and communications teams to ensure that the app's content is accurate, up-to-date, and compliant with current standards. The position requires a strong understanding of gender equality, violence against women, and labor migration issues, as well as the ability to implement technical updates effectively. The consultant will be responsible for ensuring that the app meets the needs of its users and adheres to privacy and data protection requirements.

Duties and Responsibilities:
The consultant will undertake a variety of technical tasks, including updating the application branding and digital store content, reviewing and consolidating existing content for UN Women’s review, and incorporating approved updates into the application. They will verify and improve the app's functionality by testing and validating all interactive features, ensuring compliance with Google Play Store requirements, and developing a privacy-sensitive analytics framework to track usage. The consultant will also implement a user experience feedback approach, prepare reports summarizing findings, and develop a sustainable system for ongoing monitoring of the app's performance after the consultancy ends. This role requires close coordination with UN Women’s programme team and adherence to established guidelines and standards.

Required Qualifications:
Candidates must possess a strong technical background in mobile application development and management, with experience in updating and maintaining mobile apps. Familiarity with gender equality issues, labor rights, and the specific challenges faced by women migrant workers is essential. The consultant should have excellent communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders. A strong understanding of data privacy and protection regulations is also required, along with the ability to analyze user feedback and implement improvements based on that feedback.

Educational Background:
A bachelor's degree in computer science, information technology, or a related field is required. Advanced degrees or certifications in mobile application development, user experience design, or gender studies will be considered an asset. Candidates should demonstrate a commitment to gender equality and women's empowerment through their educational and professional experiences.

Experience:
The position requires a minimum of 3-5 years of relevant experience in mobile application development, technical support, or a related field. Experience working with international organizations, particularly in the context of gender equality and women's rights, is highly desirable. The consultant should have a proven track record of successfully managing mobile app projects from conception to deployment, as well as experience in conducting user testing and implementing feedback.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Khmer is highly desirable, as the app's content is primarily in Khmer. Additional language skills relevant to the target user base may be considered an asset.

This consultancy is home-based and will last for a maximum of 50 days from 15 October 2026 to 31 December 202

• The consultant may be required to travel as part of their duties, with travel expenses covered by UN Women according to their duty travel policy. The retainer contract does not guarantee a specific number of working days, and payment will be made monthly based on the number of days worked. The consultant will be expected to submit monthly claims for payment, which will be processed 10 days after submission.
