Job Overview: As the Responsable de Département Logistique, you will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and be responsible for the logistical performance of the country office. Your role involves coordinating the implementation of logistics strategies to provide optimal support for programs. You will define and pilot the logistics strategy for the country office, which includes procurement, transportation, storage, vehicle fleet management, equipment, and infrastructure. Additionally, you will contribute to the country strategy by providing necessary logistical analyses and data. You will also be responsible for drafting the logistical sections of project proposals and reports for donors, ensuring compliance with organizational procedures and standards across the mission, and deploying and supervising logistical tools while training users. Your position will require you to manage international supply chain operations, oversee import and transport logistics, and ensure the safety and security of facilities and equipment.
Duties and Responsibilities: Your duties will include defining and implementing the logistics strategy for the country office, ensuring adherence to organizational logistics procedures and standards, and supervising logistics operations. You will be responsible for producing logistical reports, managing supply chain risks, and representing the organization in logistics coordination meetings. You will oversee international supply chain operations, including importation and transportation, and manage relationships with freight forwarders and transport providers. Additionally, you will define safety standards for infrastructure and equipment, train teams on safety protocols, and contribute to risk analysis and security measures. You will also evaluate partners and analyze logistical risks, validate logistical arrangements in partnerships, and promote best practices and innovations in logistics. Furthermore, you will identify risks related to fraud and corruption in logistics activities and implement appropriate control measures.
Required Qualifications: Candidates must possess a higher education degree in logistics, supply chain management, operations management, or a related field. A significant experience in logistics management is required, preferably within a humanitarian organization, international NGO, or multicultural environment. Candidates should have a comprehensive understanding of the logistics chain, including procurement, supply management, stock management, national and international transport, import/export, and vendor management. Strong experience in team management and functional coordination across multiple sites is essential. Proficiency in logistics management tools, reporting systems, and performance indicator analysis is also required. Candidates should demonstrate strong organizational skills, attention to detail, and the ability to manage multiple priorities in demanding operational contexts.
Educational Background: A higher education degree in logistics, supply chain management, operations management, or a related field is mandatory for this position. This educational background should provide a solid foundation in the principles and practices of logistics and supply chain management, equipping candidates with the necessary skills to effectively manage logistics operations in a humanitarian context.
Experience: Candidates should have significant experience in logistics management, ideally gained within a humanitarian organization, international NGO, or in a multicultural setting. This experience should encompass various aspects of the logistics chain, including procurement, supply management, and transport operations, as well as team management and coordination across multiple sites. The ability to navigate complex operational environments and demonstrate leadership in logistics operations is crucial.
Languages: A good command of French is required for this position, as it is the primary language of communication within the organization and in the operational context. Proficiency in English is considered a significant asset, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The position is offered on a fixed-term contract under French law for a duration of 12 months. The gross monthly salary ranges from €2597 to €2968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of the gross monthly salary. Additional benefits include a regional premium of 5% of the gross monthly salary, a base salary increase of 6% every 12 months of continuous contract, and a monthly per diem and living expenses of €83
