Job Overview:
The position of International Consultant - Programme and Policy Officer is critical for the World Food Programme's operations in Chad, particularly in the context of resilience-building initiatives. The consultant will be based in the Chad Country Office in N'Djamena and will report directly to the Head of Resilience. This role involves providing strategic and technical guidance on the planning, design, and implementation of resilience, natural resources management, and food systems projects. The consultant will be responsible for ensuring that WFP's resilience portfolio is effectively managed and coordinated, contributing to the overall goals of the organization in addressing food insecurity and enhancing community resilience. The consultant will also engage with various stakeholders, including government entities and non-governmental organizations, to foster partnerships and support the implementation of integrated resilience programs.

Duties and Responsibilities:
The incumbent will have a range of responsibilities, including but not limited to:

• Formulating substantial parts of WFP-wide programme policies in alignment with organizational strategies and field realities.
• Overseeing and coordinating the design and implementation of integrated resilience programs that support communities in becoming more resilient to shocks.
• Providing technical support for the development of climate-smart community assets and promoting access to markets and value chain development.
• Engaging with government stakeholders to strengthen ownership and effectiveness of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition programs.
• Identifying and developing operational partnerships with multi-sectoral partners to enhance resilience and livelihoods assistance.
• Providing technical advice on programmatic issues, including assessments, objectives, and innovative approaches.
• Advocating for resources for resilience and climate projects and ensuring effective use of financial resources.
• Leading and developing a high-performing team to achieve set objectives.

Required Qualifications:
Candidates must possess a strong background in working with government agencies at both national and sub-national levels, with experience in policy engagement and capacity building. Experience with UN agencies, international organizations, or NGOs is essential, as is a proven track record in managing complex programs related to resilience and livelihoods. The ability to engage with experts in the field and lead program teams is crucial. Candidates should also have experience in managing resilience programs specifically in the Sahel region, which would be considered an asset.

Educational Background:
The position requires an advanced university degree in Agriculture, Forestry, Rural Development, Environmental Science, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be acceptable. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to WFP's resilience initiatives.

Experience:
Candidates should have at least 3 years of relevant professional experience if they hold a master's degree, or 5 years if they hold a bachelor's degree. This experience should be directly related to the role and include practical involvement in resilience and livelihood programs, particularly in challenging contexts such as those found in Chad.

Languages:
Fluency in French, both written and oral, is mandatory for this position, as it is the primary language of communication in the region. Proficiency in English is also required, as it will facilitate engagement with international stakeholders and partners.
