Job Overview: The position of Assistant(e) de soutien aux opérations (Fleet Manager) is crucial for providing organized and precise work, executing specific operational support activities, and advising less experienced staff on standard practices within the field. The primary objective of this role is to support the effective implementation and maintenance of quality fleet management practices that are customer-focused and cost-effective. The Fleet Manager will work under the general supervision of the Management Services Officer and will be responsible for overseeing the performance of light vehicles in the country, ensuring optimal use, and advising the Country Office and field offices on vehicle allocation and planning for efficient and safe fleet management in accordance with WFP's institutional policies and the Country Office strategy.
Duties and Responsibilities: The Fleet Manager will have a wide range of responsibilities including: supervising and monitoring the performance of WFP's light vehicles in the country to ensure optimal use; advising the Country Office and field offices on vehicle allocation and planning; overseeing daily operations of office drivers and ensuring tasks are executed properly; analyzing the vehicle fleet's condition and making recommendations for timely vehicle replacements; ensuring repairs and preventive maintenance are conducted according to manufacturer recommendations and WFP standards; preparing weekly and monthly maintenance schedules for all light vehicles; preparing work orders for maintenance based on driver reports and regular vehicle checks; ensuring reliable maintenance providers are available in all localities; managing insurance coverage for all vehicles; implementing road safety policies and procedures; ensuring accurate data entry into the Fleet Management System (FMS); preparing periodic reports on fleet management performance indicators; reconciling FMS data with actual physical indicators; managing local insurance with third parties; ensuring timely renewal of contracts and policies; providing managerial guidance and training to drivers; and maintaining an efficient filing system for vehicle documents.
Required Qualifications: The position requires a minimum of a secondary education. A university degree in Administration or related fields is an advantage. Candidates should have at least four years of progressively responsible professional experience in fleet management, along with administrative work experience. Knowledge of office equipment and software such as Microsoft Word is essential. Candidates should demonstrate knowledge of standard procedures and methods applicable to the role, possess tact and courtesy in communications, and have the ability to identify anomalies in data and address issues requiring attention. The ability to provide basic on-the-job training to less experienced staff is also necessary.
Educational Background: Candidates must have completed secondary education, with a university degree in Administration or related fields being a plus. This educational background is essential for understanding the administrative and operational aspects of fleet management.
Experience: Candidates should have a minimum of four years of professional experience in fleet management, with increasing levels of responsibility. This experience should include administrative tasks and a solid understanding of fleet operations and management.
Languages: A good command of French (level C) is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
