Job Overview: The position of Project Assistant is integral to the Project Management Unit (UGP) within the Governance and Justice for Development Cluster of UNDP Brazil. The UGP is responsible for managing a portfolio of projects that align with the national office's priority areas. The selected candidates will provide support for the implementation of projects, particularly those in partnership with the Judiciary. This role requires a proactive approach to ensure the quality of results and contribute to the efficiency and effectiveness of actions. The Project Assistants will work closely with project teams, ensuring that all activities are executed in accordance with established guidelines and timelines, while also engaging with various stakeholders to facilitate project success.
Duties and Responsibilities: The Project Assistants will have a comprehensive set of responsibilities, including:
Administrative and Operational Support: Assisting in project implementation, managing financial resources, human resources processes, procurement, and logistical services. This includes drafting Terms of Reference, participating in consultant selection committees, organizing travel, and providing logistical support for workshops and meetings. Maintaining updated project documentation and scheduling relevant meetings are also key tasks.
Planning, Monitoring, and Evaluation: Supporting the planning and monitoring of activities to ensure compliance with deadlines and guidelines. Assisting partners and donors to ensure efficient implementation of administrative and operational activities. Developing monitoring tools for administrative and financial activities of projects.
Process Management and Financial Oversight: Conducting transactions in the Quantum system, preparing project revisions, and supporting budget preparation and execution in line with approved work plans. Extracting and analyzing financial reports to aid managerial decision-making and project performance monitoring.
Reporting and Audit Support: Assisting in the preparation and submission of progress reports, donor accountability reports, project reviews, and audits. Organizing project review meetings and ensuring the implementation of recommendations from audits.
Management of Agreements and Selection Processes: Supporting the drafting of Agreement Letters and Individual Contracts, participating in selection processes for Agreements and Contracts.
Human Resources Support: Assisting in recruitment and selection processes, and supporting contract extensions for projects and consultants.
Required Qualifications: Candidates must possess a minimum of a complete high school diploma. A university degree in fields such as Administration, International Relations, Communication, Social Sciences, Human Sciences, Public Administration, Accounting, Economics, or Law is preferred but not mandatory. Relevant professional experience is essential, with a minimum of 4 years required for candidates with a high school diploma, or 1 year for those with a university degree. Experience in administration, internal governance, contract management, HR processes, operational compliance, and project management support is crucial. Knowledge of MS Office is required, while experience in public sector projects, financial management, and human rights agendas is desirable. Familiarity with the United Nations system is also advantageous.
Educational Background: The minimum educational requirement for this position is a complete high school diploma. However, candidates with a university degree in relevant fields such as Administration, International Relations, Communication, Social Sciences, Human Sciences, Public Administration, Accounting, Economics, or Law will be given preference. This educational background is essential for understanding the complexities of project management and governance.
Experience: The role requires a minimum of 4 years of relevant professional experience for candidates with a high school diploma, or at least 1 year for those with a university degree. This experience should encompass activities related to administration, governance, contract management, human resources processes, operational compliance, and project management support. Candidates should demonstrate a solid understanding of project management principles and practices, as well as experience in managing complex processes and projects.
Languages: Fluency in Portuguese is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders. A basic level of English is desirable, as it may be necessary for engaging with international partners and accessing global resources.
