SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. SI operates in 26 countries with a total of 3,200 staff members, including expatriates, national employees, headquarters staff, and a few volunteers. SI's teams work with professionalism and commitment while respecting local cultures. In Haiti, SI has been active since 2004, building a solid experience in emergency response, particularly after significant crises such as the Jeanne storm, the 2016 cyclone, and the 2021 earthquake. SI is a key player in the EHA sector, food security, livelihoods, and nutrition, working with the most vulnerable populations, including internally displaced persons (IDPs) and host communities. Currently, SI operates in 17 displacement sites in Delmas, Cité-Soleil, and Port-au-Prince, improving access to water and sanitation infrastructure and contributing to the prevention of waterborne diseases. SI also addresses immediate needs through income-generating activities and nutritional prevention actions targeting children, pregnant women, and breastfeeding mothers. The Haiti mission has a budget volume of 5 million euros, primarily funded by emergency EHA programs supported by ECHO, UNICEF, SDC, and CDCS, along with ongoing discussions for additional projects. The mission collaborates with one local partner and several international partners.

Job Overview:
The Administrative & Financial Coordinator is responsible for leading and coordinating the administrative, accounting, and financial services of the mission. As the coordinator, he/she ensures the financial balance of the mission and compliance with Solidarités International procedures, donor procedures, and the laws of the country where SI operates. The coordinator serves as the reference point for the mission and the link between the headquarters and the mission for all matters related to management, accounting, and budget monitoring. The role requires a dynamic approach to proposal submissions and reporting, as well as the ability to support the relatively junior finance team through training and capacity building. The first 2-3 months will focus on implementing SI procedures within the mission, training the finance team, and improving financial management and contract portfolio oversight.

Duties and Responsibilities:
  • Direct and coordinate all administrative, accounting, and financial services of the mission.
  • Ensure financial balance and compliance with SI procedures, donor regulations, and local laws.
  • Act as the primary contact for financial management issues between the mission and headquarters.
  • Provide training and capacity building for the finance team to enhance their skills and performance.
  • Oversee the implementation of financial procedures and reporting requirements.
  • Manage the mission's budget and ensure proper allocation of resources.
  • Support the preparation of financial reports for donors and stakeholders.
  • Ensure compliance with security protocols and procedures in a volatile environment.
  • Facilitate communication and collaboration between the finance team and other departments. 1
  • Monitor and evaluate the financial performance of the mission and propose improvements as necessary.

Required Qualifications:
  • University degree at BAC+4 level in Management, Accounting, Economics, or a related field.
  • Minimum of 3-4 years of experience in the humanitarian sector.
  • At least 3-4 years of experience in a similar position, preferably in a humanitarian context.
  • Proven experience as a financial coordinator or director in a humanitarian mission is mandatory.
  • Strong organizational and prioritization skills, with the ability to manage multiple tasks simultaneously.
  • Excellent knowledge and experience in financial management for major institutional donors such as ECHO, CDCS, HF, SDC, and USAID.
  • Proficiency in Microsoft Office programs, particularly Excel, is essential.

Educational Background:
A university degree at BAC+4 level in Management, Accounting, Economics, or a related discipline is required for this position. This educational background provides the necessary theoretical knowledge and practical skills needed to effectively manage financial operations within a humanitarian context.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar role. This experience should include a proven track record of managing financial operations in a humanitarian mission, demonstrating the ability to navigate complex financial environments and ensure compliance with donor regulations and local laws.

Languages:
Fluency in French is mandatory as it is the working language of the organization. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
The position is based in Port-au-Prince, Haiti, under a short-term contract with a duration of 6 months, starting at the end of July. The salary is competitive, starting from EUR 2860 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 75
  • SI covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with additional rest days accrued for each month worked. Expatriates benefit from comprehensive health insurance covering medical, dental, and optical expenses, as well as repatriation costs. Vaccination and malaria treatment expenses are reimbursed. Living conditions include accommodation in a secure guest house with individual rooms, located 1 km from the office, with access to amenities such as a swimming pool and tennis court. The office is situated in a residential area, providing a comfortable working environment.
