Job Overview:
The Director of Program Development, Quality and Learning (PQL) is a senior leadership position within Mercy Corps Haiti, responsible for driving cross-functional engagement in the development and delivery of the Country Program Strategy. This role involves developing annual plans, reporting on results, and ensuring the delivery of high-quality, evidence-based programs that align with Mercy Corps' global strategy and Haiti's strategic vision. The Director of PQL is tasked with establishing a robust monitoring, evaluation, accountability, and learning (MEAL) system, ensuring that evidence is collected and utilized effectively across the organization. A key aspect of this role is mentoring and coaching Program/Project Managers to uphold program quality in accordance with global standards and performance indicators. The Director also represents Mercy Corps with government entities, donors, partners, and peer agencies, supporting strategic positioning and project design to achieve the country office's objectives.

Duties and Responsibilities:
The Director of PQL will lead the development and updating of the country context analysis, ensuring participation from communities and stakeholders. They will guide the Senior Leadership Team (SLT) in developing and implementing the Country Program Strategy, including the Country Annual Implementation Plan and accurate reporting of outcomes. The Director will facilitate the pursuit of thematic priorities, including gender equality, and support staff ownership of the Country Program Strategy through effective communication and feedback. They will also lead resource mobilization efforts, engage with donors, and identify new initiatives that align with the country strategy. The Director is responsible for ensuring high-quality programming in both development and humanitarian contexts, monitoring program quality, and overseeing program management across various locations. They will develop partnerships, ensure compliance with donor regulations, and lead advocacy efforts at the national level. Additionally, the Director will manage and mentor the Program Development and Quality team, ensuring a respectful and productive work environment.

Required Qualifications:
Candidates must possess a BA/S or equivalent in international studies, social science, management, economics, or related fields, with an MA/S preferred. They should have at least 7 years of experience working with European and US institutional and private donors, including proposal development, and a minimum of 5 years of overseas experience, with at least 3 years in a senior management role. Experience in managing humanitarian relief and transitional programs in insecure or disaster-affected areas is essential, along with a proven track record in program design, proposal writing, and donor reporting. Candidates should be knowledgeable in design, monitoring, and evaluation concepts and methodologies, with experience in conducting assessments and surveys. Strong management skills, understanding of advocacy and policy systems, and the ability to lead strategic planning and program management processes are also required.

Educational Background:
The educational background required for this position includes a BA/S or equivalent in relevant fields such as international studies, social science, management, or economics. An MA/S is preferred, indicating a higher level of expertise and understanding of complex international development issues.

Experience:
Candidates should have a minimum of 7 years of experience in relevant fields, particularly with European and US institutional and private donors. They must have at least 5 years of overseas experience, including 3 years in a senior management position, demonstrating their capability to lead and manage programs effectively in challenging environments. Experience in Haiti or similar contexts is strongly preferred, along with a solid understanding of program design and implementation in various technical areas.

Languages:
Fluency in written and oral French and English is required for this position. Proficiency in both languages is essential for effective communication with stakeholders, partners, and team members in the diverse linguistic landscape of Haiti.

This position is based in Port-au-Prince, Haiti, which is a vibrant but challenging environment. Housing is provided, and while infrastructure may be poor, there are amenities available comparable to those in the US. The role involves significant responsibility and requires a candidate who can manage a team effectively, even in remote settings.
