Job Posting Organization: The position is located within the United Nations Support Office in Haiti (UNSOH), which was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview: The Conduct and Discipline Officer will lead the planning, implementation, monitoring, and evaluation of conduct and discipline programs and operations. This role involves advising management on complaints regarding alleged misconduct by mission personnel, identifying trends and best practices in conduct and discipline, and providing information on UN rules and procedures. The officer will oversee case management, liaise with investigative offices, and develop systems to monitor misconduct. The position also includes contributing to public information and community outreach measures, conducting research and analysis, and engaging in coordination with other mission components. The officer will manage and supervise junior staff and perform other duties as required.
Duties and Responsibilities: The Conduct and Discipline Officer will perform a variety of duties including advising management on complaints related to misconduct, identifying trends and best practices, providing information on UN conduct regulations, overseeing case management, liaising with investigative offices, and developing monitoring systems for misconduct. The officer will also contribute to public outreach on conduct issues, conduct research and analysis, prepare reports, and coordinate activities with other mission components. Additionally, the officer will manage junior staff and ensure compliance with UN standards of conduct.
Required Qualifications: Candidates must possess a thorough knowledge of operational, administrative, and protocol policies relevant to conduct and discipline. They should demonstrate tact and discretion in handling sensitive matters, possess excellent interpersonal skills, and show initiative and good judgment. The ability to incorporate gender perspectives and ensure equal participation of women and men in all areas of work is essential. Strong communication skills, planning and organizing abilities, and sound judgment in decision-making are also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, human rights, human resources management, or related fields is required. A first-level university degree combined with relevant experience may be accepted in lieu of an advanced degree.
Experience: A minimum of seven years of progressively responsible experience in conduct and discipline, law, human rights, or human resources management is required. Candidates should have experience in gathering and analyzing information related to conduct and discipline, as well as experience in field operations of the United Nations or comparable international organizations. Experience in risk assessment and management in conduct and discipline is also necessary.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency specified according to the UN Language Framework.
