Senior Logistics Officer

Job Posting Organization:
The position is located within the United Nations Support Office in Haiti (UNSOH), which was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. UNSOH is also tasked with delivering technical assistance to the Organization of American States (OAS). The organization operates in a complex environment, focusing on logistics and support services to ensure effective operations in Haiti.

Job Overview:
The Senior Logistics Officer will manage the provision and coordination of logistics services in support of the operations of the mission and its clients. This includes overseeing supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering, and medical services. The incumbent will be responsible for developing and monitoring logistics support plans, coordinating logistics requirements between UN HQ and field missions, and ensuring that logistics operations are aligned with gender-specific needs. The role requires a proactive approach to logistics management, advising senior management on staffing levels and logistics strategies, and leading technical survey missions.

Duties and Responsibilities:
The Senior Logistics Officer will exercise managerial and supervisory control over all logistics support required by current or future field missions. Responsibilities include developing and coordinating logistics support plans, monitoring logistics forecasting and supply schedules, acting as the principal liaison between field missions and Headquarters staff, ensuring logistics preparations for new missions, advising on logistics management structures, leading logistics meetings, managing a multifunctional logistics operation, and assuming responsibilities as a certifying officer. The officer will also ensure that logistics operations are gender-sensitive and will perform other related duties as required.

Required Qualifications:
Candidates must possess a minimum of ten years of progressively responsible experience in land or air transport, logistics operations in military, commercial, or international organizations, or related areas. Experience in handling complex logistical and organizational issues at both local and international levels in a field mission environment is required. Familiarity with the United Nations system or a comparable international organization is essential, and experience managing a large multicultural team and multiple clients at the country level is desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, engineering, law, or a related field is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) in the specified fields of study with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience:
The position requires a minimum of ten years of progressively responsible experience in logistics operations, particularly in military or international contexts. Candidates should have experience managing logistics in complex environments and be adept at addressing logistical challenges at both local and international levels. Experience within the United Nations system or similar organizations is crucial, as is the ability to manage diverse teams and clients effectively.

Languages:
English is required for this position, with a minimum proficiency of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. The ability to communicate effectively in both languages is essential for the role, given the bilingual nature of the United Nations Secretariat.
