Job Overview: The Finance and Budget Officer is responsible for managing the financial operations of the Mission, which includes planning, preparation, monitoring, and reporting on all budget submissions, fund redeployments, and performance reporting. This role is critical in ensuring that the financial resources are allocated effectively and in compliance with the established regulations and rules. The incumbent will work closely with various stakeholders, including intergovernmental and expert bodies, to provide substantive support during budget reviews and to secure approvals from the General Assembly. The position requires a high level of professionalism and expertise in financial management, particularly within the context of UN peacekeeping and special political missions.
Duties and Responsibilities: The Finance and Budget Officer will undertake a variety of responsibilities, including but not limited to: preparing the annual peacekeeping budget for UNSOH, reviewing and finalizing cost estimates and budget proposals, monitoring allotments and expenditures, managing budget implementation, and ensuring compliance with regulations. The officer will also act as an Approving Officer under Financial Rules, approve payments to vendors and service providers, supervise disbursement operations, and provide oversight of cashier operations. Additionally, the officer will participate in inter-departmental meetings, provide advice and guidance on budgetary policies, and ensure the integrity of financial systems. The role may also involve collecting and analyzing data to identify trends and provide insights for decision-making.
Required Qualifications: Candidates must possess a strong understanding of financial and budgetary principles and practices, with the ability to develop budgetary procedures and guidelines. They should demonstrate professional competence and mastery of subject matter, with a commitment to achieving results and meeting deadlines. The role requires the ability to analyze and interpret data, as well as to formulate new strategies and technical approaches to budgetary matters. Candidates should also exhibit strong teamwork skills, planning and organizing capabilities, and a high level of accountability in their work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: Candidates must have at least seven years of progressively responsible experience in finance, budgeting, accounting, auditing, or a related area. Experience in budget development and financial management within UN peacekeeping or similar missions is required, along with management-level experience in supervising and coordinating a team in budget and finance. Familiarity with integrated enterprise resource planning (ERP) modules for budgeting, such as the Umoja Business Planning and Consolidation module, is essential, as is experience in managing cash operations in a field mission.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency specified according to the UN Language Framework. Candidates should demonstrate strong reading, writing, listening, and speaking skills in both languages to effectively communicate and perform their duties.
