Job Overview: The Movement Control Officer, P-3, plays a crucial role in managing and supervising the activities of the Joint Movement Control Center (JMCC) or a regional movement control office. This position is responsible for ensuring the provision of reliable, cost-effective, and efficient movement control services for the transportation of passengers and cargo, including dangerous goods that require special handling. The officer will provide technical advice to various elements of a field mission regarding transportation activities, coordinate integrated search and rescue operations, and supervise the preparation of operational plans and performance reports. The role also involves developing standard operating procedures, ensuring quality control, and managing data accuracy within management information systems. The Movement Control Officer will work closely with the Chief of Unit, Movement Control, to develop cost-effective transport plans and evaluate transport contracts, while liaising with UN agencies and other organizations for transport support.
Duties and Responsibilities: The Movement Control Officer will manage and supervise the Joint Movement Control Center or a regional movement control office, ensuring efficient movement control services for transportation. Responsibilities include providing technical advice on transportation activities, coordinating search and rescue operations, preparing operational plans, and developing standard operating procedures. The officer will ensure quality control, manage data accuracy, develop transport plans, evaluate transport contracts, and liaise with various organizations for transport support. Additionally, the officer will participate in administrative bodies, manage work assignments, coordinate annual work plans, develop training courses, and perform other related duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in supply chain management, business administration, public administration, engineering, transportation management, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in Dangerous Goods transportation according to IATA, ICAO, or IMO regulations is required. Candidates should demonstrate knowledge of transportation programs, regulations, and safety requirements, as well as proficiency in electronic spreadsheets and databases.
Educational Background: An advanced university degree (Master’s degree or equivalent) in a relevant field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Certification in Dangerous Goods transportation is also necessary, demonstrating compliance with international regulations.
Experience: A minimum of five years of progressively responsible experience in movement control, multi-modal transportation, airline operations, or transport logistics management is required. This experience should include at least two years in a UN entity and two years in a supervisory role related to complex multi-modal transport operations in an international environment. Experience with IATA and/or IMO rules for dangerous goods transportation, as well as planning large-scale personnel and cargo movements, is essential.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French and Spanish are desirable, with a minimum proficiency level of UN Level I in these languages. Candidates should refer to the UN Language Framework for detailed language requirements.
