Job Posting Organization:
The position is located within the United Nations Support Office in Haiti (UNSOH), which was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. UNSOH is also tasked with delivering technical assistance to the Organization of American States (OAS). Job Overview:
The Movement Control Officer will be responsible for coordinating the activities of a regional movement control office within a specific geographic area in a field mission. This role involves ensuring the provision of reliable, cost-effective, and efficient movement control services for the transportation of passengers and cargo, including dangerous goods requiring special handling. The officer will prepare operational plans, performance reports, and responses to audit observations, while also providing technical advice on transportation activities. The position requires monitoring quality control procedures, ensuring compliance with UN regulations, and developing cost-effective transport plans. The incumbent will also manage the allocation of work assignments, evaluate employee performance, and develop training programs.

Duties and Responsibilities:
The Movement Control Officer will coordinate the activities of the movement control office, participate in the provision of movement control services, and provide technical advice on transportation activities. Responsibilities include preparing operational plans, monitoring quality control procedures, developing transport plans, evaluating transport contracts, conducting inventories, and managing requisition processes. The officer will also supervise the activities of the Cargo Warehouse, monitor passenger and cargo handling services, and coordinate inbound delivery activities. Additionally, the officer will ensure compliance with UN financial regulations, participate in missions conducted in the field, and resolve issues related to insurance policies for movement control services.

Required Qualifications:
Candidates must possess a valid driver’s license and a Dangerous Goods certificate (IATA and/or IMO). Training in the planning, coordination, and control of at least two modes of transport is required. Knowledge of logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations and practices is essential, along with the ability to provide technical and procedural advice in logistics areas. Candidates should demonstrate professionalism, planning and organizing skills, and client orientation.

Educational Background:
A high school diploma or equivalent is required for this position. Candidates with a first-level university degree may have reduced experience requirements.

Experience:
A minimum of ten years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, or a related field is required, with at least three years of supervisory experience in coordinating complex transport operations in an international environment. Candidates with a first-level university degree may qualify with five years of relevant experience. Experience with IATA and/or IMO rules for dangerous goods transportation is also required, along with proficiency in Microsoft Office Suite.

Languages:
English and French are the working languages of the United Nations Secretariat, and both are required for this position. Proficiency in Spanish is desirable. Candidates must meet the UN Language Framework standards for reading, writing, listening, and speaking in these languages.
