The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization is tasked with delivering technical assistance to the Organization of American States (OAS) and operates within the framework of security" style="border-bottom: 1px dotted #007bff !important;">Security Council resolution 2793 (2025). UNSOH aims to enhance the safety and effectiveness of aviation operations in Haiti, ensuring compliance with international standards and practices.

Job Overview:
The Aviation Safety Officer, P-3, plays a critical role in ensuring the safety of aviation operations within the United Nations mission in Haiti. This position involves providing expert advice to senior management on aviation safety matters, developing and managing the Mission Aviation Safety Programme (MASP), and overseeing the management of aviation hazards and risks. The incumbent will be responsible for the development and management of the Aviation Emergency Response Plan and will coordinate with civil and military aviation authorities in Haiti. The role requires a proactive approach to safety assurance, risk management, and the promotion of aviation safety awareness among mission personnel. The officer will also be involved in conducting safety drills, monitoring safety performance indicators, and investigating aviation occurrences to enhance the overall safety culture within the mission.

Duties and Responsibilities:
The Aviation Safety Officer will be responsible for a wide range of duties, including but not limited to: participating in the development and implementation of the Mission Aviation Safety Programme (MASP); coordinating aviation safety drills and exercises; monitoring the integration of Aviation Risk Management into UN aviation activities; developing quarterly Risk Assessment Indicators; conducting safety assurance activities; proposing corrective measures and safety recommendations; investigating aviation occurrences and hazards; participating in accident investigations; conducting safety surveys of airfields; maintaining the aviation safety database; providing safety briefings; promoting aviation safety awareness; organizing Mission Aviation Safety Council meetings; drafting safety bulletins and reports; and coordinating with other UN agencies and host country authorities on aviation safety matters.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Air Transportation, Aviation Safety Management, Aerospace/Aeronautical Engineering, or Air Traffic Management. Alternatively, a first-level university degree with relevant education and professional training, along with two additional years of work experience in air transportation, may be accepted. Additionally, training as a Commercial Pilot, Flight Operations Officer, Air Traffic Controller, or Aeronautical/Maintenance Engineer is required, along with certification in safety management.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Air Transportation or Aviation Safety Management. A first-level university degree combined with relevant professional training and experience may also be acceptable. Candidates with military qualifications equivalent to the required educational background will also be considered.

Experience:
A minimum of five years of progressively responsible experience in air transportation, air traffic control operations, aviation safety, or aviation engineering is required, with at least one year of experience at the international level. Candidates should have expert knowledge in aviation safety management and accident investigation, as well as experience in international operations in a post-conflict environment. Experience within the United Nations system or a comparable international organization is desirable.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates must meet the minimum required level for each skill in these languages according to the UN Language Framework.
