Job Overview:
The Chief of Unit, Transport P-4 is responsible for overseeing the Transport Unit within the Office of the Chief Service Delivery at UNSOH. This role involves planning, managing, and supervising the provision of global assets and equipment support, including the management of the United Nations Owned Equipment of UNSOH and BINUH. The Chief of Unit will develop and implement various management programs related to vehicle establishment, asset acquisition, and maintenance, ensuring compliance with UN policies and directives. The position requires strong leadership skills, the ability to manage a diverse transport asset portfolio, and the capacity to liaise with various stakeholders, including UN agencies and government organizations. The Chief of Unit will also be responsible for budget management, performance reporting, and ensuring adherence to quality control procedures.

Duties and Responsibilities:
The Chief of Unit, Transport will be responsible for a wide range of duties, including: planning and managing the provision of global assets and equipment support; developing and managing the Vehicle Establishment in accordance with relevant policies; implementing the Global Assets Management Program; developing cost-effective plans for asset resupply; liaising with various organizations for fleet management support; ensuring inventory control and conducting physical checks of assets; managing the unit budget; preparing performance reports; acting as a Certifying Officer; determining technical specifications for goods and services; overseeing contracts and evaluating vendor performance; ensuring compliance with UN regulations; participating in administrative bodies; developing the Unit Staffing Table; managing work assignments; coordinating annual Work Plans; supervising personnel; developing training plans; and ensuring compliance with workplace safety and environmental protection policies.

Required Qualifications:
Candidates must possess strong management skills in diverse transport assets, the ability to review and select effective vehicles, and excellent negotiation skills. They should demonstrate knowledge of institutional mandates and policies related to fleet management, as well as the ability to conduct in-depth analysis for decision-making. Knowledge of UN financial regulations is essential, along with the ability to apply good judgment in various contexts. Candidates should also exhibit professionalism, client orientation, planning and organizing skills, and leadership capabilities.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in mechanical or automotive engineering, supply chain management and logistics, transportation management, or a related field is required. Alternatively, a first-level university degree combined with relevant professional training and certification in surface transport operations, along with two additional years of work experience in a related occupation, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in ground transport operations management and vehicle fleet management is required, including at least one year in an international environment. Candidates should have at least three years in a supervisory role related to the coordination and management of a complex vehicle fleet in a UN entity or similar international organization. Experience in procurement, contract management, and performance monitoring of large-scale contracts for vehicles or fleet management is also required, along with experience in SAP and vehicle repair and maintenance. Desirable experience includes sourcing and deploying Vehicle Tracking Systems and data analysis.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates should meet the minimum required level for each skill in these languages according to the UN Language Framework.
