Job Overview:
The Driver/Messenger position at ICAO's Regional Office in Cairo is essential for ensuring the smooth operation of the office's daily activities. The incumbent will be responsible for providing transportation services for the Regional Director, staff members, and guests, ensuring timely arrivals and departures. This role requires a proactive approach to vehicle maintenance, including regular checks and minor repairs, to ensure the vehicle is always in good working condition. Additionally, the Driver/Messenger will assist with various administrative tasks, including delivering and collecting mail, supporting visa processing, and maintaining office equipment inventory. The position demands a high level of professionalism, discretion, and the ability to navigate local traffic effectively while adhering to safety regulations. The incumbent will report directly to the Administrative Officer and will receive specific instructions for complex tasks as needed.

Duties and Responsibilities:
  • Provide transportation services by driving the office vehicle for the Regional Director, staff members, and guests to assigned destinations, ensuring timely arrivals and departures.
  • Assist officials and guests with immigration and customs formalities as required.
  • Maintain the assigned vehicle by checking gasoline, lubricants, water, battery, brakes, and tires, performing minor repairs, and ensuring the vehicle is clean and serviceable.
  • Keep daily logs of vehicle usage, including mileage, time in and out, and destinations.
  • Report any accidents immediately to the supervisor and follow prescribed procedures.
  • Provide general support for the security and maintenance of office premises by reporting malfunctions of office equipment and coordinating with service providers.
  • Deliver and collect mail and documents for various offices, ensuring timely circulation within the Regional Office.
  • Provide administrative support for visa processing and other errands as assigned.
  • Assist in checking office equipment inventory and preparing lists of obsolete furniture and equipment. 1
  • Dispatch messages and correspondence to various offices and control the telephone operator's desk as assigned. 1
  • Perform other related duties as assigned by the Administrative Officer.

Required Qualifications:
  • Completion of secondary education is required.
  • A valid driver’s license and a safe driving record are mandatory.
  • Four to five years of experience as a driver is essential, with a good knowledge of local transportation systems and driving regulations.
  • Some knowledge of administrative rules and regulations in governmental entities, embassies, and banks is beneficial.
  • Skills in minor vehicle repair and knowledge of operating office equipment such as photocopying machines are desirable.
  • Experience working in a UN or international organization in a similar function is an advantage.
  • Familiarity with UN practices and procedures related to safety and security is beneficial.

Educational Background:
The position requires the completion of secondary education. A valid driver's license is essential, along with a safe driving record. Candidates should possess a solid understanding of local driving rules and regulations, as well as some knowledge of administrative procedures in various governmental and international contexts.

Experience:
Candidates should have four to five years of professional experience as a driver, demonstrating a good knowledge of local transportation systems and driving regulations. Experience in administrative roles, general services, and messenger services is advantageous, particularly within a UN or international organization.

Languages:
Fluency in Arabic is mandatory for this position, as effective communication in Arabic is essential for daily operations. Knowledge of spoken English is desirable, as it may facilitate communication with international staff and guests.

Additional Notes:
This position is locally recruited and restricted to Egyptian citizens, permanent residents of Egypt, and applicants with a valid work permit. The contract is fixed-term for an initial period of three years, with the first year serving as a probationary period for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of international civil servants. The position offers an attractive benefits package in line with the policies of the International Civil Service Commission (ICSC).
