Job Overview: The Senior Human Resources Associate will play a crucial role in the IOM Cairo Mission by providing administrative and operational support to the human resources functions. This position involves evaluating staffing needs, coordinating recruitment processes, and providing guidance to hiring managers. The incumbent will draft and post vacancy notices, screen applications, prepare interview protocols, and participate in interview panels. Additionally, the role includes managing pre-employment activities, maintaining HR data accuracy, monitoring attendance and leave administration, and ensuring compliance with performance evaluation processes. The Senior Human Resources Associate will also be responsible for organizing HR events, providing information to staff regarding their entitlements, and identifying areas for improvement within HR processes. This position requires a proactive approach to managing multiple tasks and ensuring that HR operations run smoothly and efficiently.
Duties and Responsibilities:
Provide administrative and operational support for human resources functions, including recruitment and staffing evaluations.
Assist in the preparation of Terms of Reference and draft Vacancy Notices.
Screen and shortlist applications, prepare interview protocols, and participate in interview panels.
Coordinate pre-employment activities, including medical exams and induction sessions.
Maintain and verify HR data accuracy in the organizational HR system.
Monitor attendance and leave administration, generating reports as needed.
Prepare documentation for personnel actions such as separations, promotions, and disciplinary cases.
Maintain systematic archiving of HR documents, both electronic and hard copies.
Facilitate compliance with performance evaluation processes and provide technical guidance. 1
Organize staff development and training activities, assessing training needs. 1
Respond to inquiries from staff regarding entitlements and responsibilities. 1
Identify areas for improvement in HR processes and assist in resolving sensitive cases. 1
Provide guidance and training to junior staff and participate in inter-agency HR working groups.
Required Qualifications:
High School diploma with six years of relevant experience; or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with four years of relevant professional experience.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is essential; experience with SAP is a distinct advantage.
Strong attention to detail and organizational skills are required.
Ability to work in a multi-cultural setting and prior experience with international humanitarian organizations is preferred.
Discretion, patience, and a willingness to learn new things are essential attributes for this role.
Educational Background: Candidates must possess either a High School diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology, along with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.
Experience: The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a High School diploma. Experience in human resources functions, particularly in recruitment and staffing, is essential. Familiarity with HR systems, especially Oracle applications, is advantageous. Candidates should also have experience working in international humanitarian organizations or similar environments, demonstrating the ability to navigate complex HR challenges in a multi-cultural setting.
Languages: Fluency in English and Arabic is required for this position, both oral and written. All IOM staff members must be fluent in one of the IOM's official languages (English, French, Spanish). Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Appointment will be contingent upon certification of medical fitness, accreditation, and compliance with residency or visa requirements.
