Job Overview:
The HR Officer (Legal and Policy) position is situated within the Division of Business Operations Services, specifically in the Human Resources and Talent Unit. This role is pivotal in ensuring the effective management of human resources policies and practices across the Eastern Mediterranean Region. The officer will be responsible for providing expert advice on HR policies, managing complex disciplinary cases, and promoting a healthy workplace environment. The position requires a strategic approach to staff relations, internal justice, and the development of HR policies that align with the organization's mission. The officer will also engage with various stakeholders to foster a culture of empowerment and innovation, ensuring that the unique talents of individuals are recognized and utilized effectively.

Duties and Responsibilities:
  • Plan, guide, manage, and supervise the Staff Relations, Policy and Internal Justice Unit (SPI) staff by setting clear goals and objectives, and developing both short- and long-term plans for optimal resource utilization.
  • Provide expert advice on HR policies, including Staff Rules and Regulations, e-Manual, and various guidelines.
  • Ensure coherence and consistency in HR projects across the region from a policy and legal standpoint.
  • Propose and initiate the development and revision of HR policies to fit local contexts.
  • Act as a senior case-handler for complex disciplinary HR matters, advising managers on misconduct and internal justice.
  • Collaborate with the Staff Association and other stakeholders to promote a respectful and harassment-free workplace.
  • Review grievances and advise on appropriate resolutions in accordance with established regulations.
  • Provide guidance on addressing underperformance through both informal and formal paths.

Required Qualifications:
  • Advanced university degree (Master level or above) in Law, Industrial/Labour Relations, or a related area.
  • Specialized training or certification in mediation, conflict resolution, workplace investigations, coaching, staff counselling, employment law, or alternative dispute resolution is desirable.
  • At least 7 years of progressively responsible professional experience in human resources management, staff relations, or related areas, with international exposure.
  • At least 4 years of experience in an international organization, preferably within the UN Common System.
  • Demonstrated experience managing complex staff relations cases and advising on legal and HR risks.

Educational Background:
Candidates must possess an advanced university degree (Master level or above) in Law, Industrial/Labour Relations, or a related field. Additional specialized training or certification in areas such as mediation, conflict resolution, or employment law is highly desirable and will be considered an asset.

Experience:
Candidates should have a minimum of 7 years of progressively responsible professional experience in human resources management, staff relations, or related fields, with at least 4 years of experience in an international organization, preferably within the UN Common System. Experience in managing complex staff relations cases, including disciplinary matters and workplace conflicts, is essential. Familiarity with international administrative law and the ability to handle sensitive and confidential matters is also required.

Languages:
Essential: Expert knowledge of English is mandatory. Desirable: Intermediate knowledge of French and Arabic is considered an asset, enhancing communication within the diverse workforce of WHO.

Additional Notes:
The position offers a competitive remuneration package, including an annual base salary starting at USD 86,027, along with a variable post adjustment reflecting the cost of living in Cairo. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
