Job Overview:
The Risk Officer NOC position is located in Cairo and is part of the Risk Management Division at WFP's Global HQ MENAEERO. The role involves providing specialized support and advice in establishing risk assessment and management activities, ensuring compliance with policies and procedures, and optimizing WFP resources. The job holder will contribute to embedding risk management into planning and decision-making processes, participate in risk assessments, and facilitate discussions with functional experts to identify trends and emerging issues. The position requires a proactive approach to risk management, ensuring that operational efficiency and compliance are maintained across regional and country offices. The Risk Officer will also be responsible for maintaining incident reporting, supporting donor engagement, and providing strategic risk-related documentation to senior management. This role is crucial for enhancing the effectiveness of WFP's operations and ensuring that the organization meets its objectives in a complex and dynamic environment.

Duties and Responsibilities:
The Risk Officer will be responsible for a comprehensive set of duties, including: contributing to the regular updating of risk registers, developing and monitoring key risk appetite metrics, and participating in risk assessments in regional and country offices. The officer will identify policy gaps, assess risks, and develop mitigation actions while ensuring compliance with corporate escalation protocols. The role includes reviewing risk management activities in draft Country Strategic Plans, handling fraud-related complaints, maintaining incident reporting, and supporting engagement with donors. The officer will also conduct the annual director" style="border-bottom: 1px dotted #007bff !important;">Executive Director’s Assurance exercise, provide expert advice on risk and accountability issues, promote accountability across functional units, and manage the preparation for internal and external audits. Additionally, the Risk Officer will contribute to the development of Standard Operating Procedures for managing risk and compliance processes, promote anti-fraud policies, coordinate Business Continuity Management activities, and deliver training programs to enhance understanding of risk management among colleagues and partners.

Required Qualifications:
Candidates must possess hands-on knowledge of governance and organizational structures, with demonstrable experience in program/project management. The role requires experience in managing teams, conducting monitoring and reporting activities, and facilitating conversations on impact and planning. Candidates should have experience in risk analysis and the development of risk mitigation strategies, as well as strong analytical, evaluative, and problem-solving skills. Excellent oral and written communication skills in English are essential, and experience in writing for senior management audiences is preferred. The ideal candidate will have progressively responsible experience in risk management activities and a background in organizations that utilize modern enterprise risk management frameworks.

Educational Background:
The position requires an advanced or first university degree in business/public administration, finance, accounting, international development, audit, or a related field. Candidates should have a strong academic background that supports their understanding of risk management and compliance in a humanitarian context.

Experience:
A minimum of five years of relevant postgraduate professional experience in risk management, audit, monitoring, or related fields is required. Candidates should have a total of 8 to 10 years of experience in a relevant field, demonstrating a strong understanding of the complexities involved in international humanitarian development and risk management.

Languages:
Fluency in English (level C) and Arabic is mandatory for this position. Proficiency in French is considered desirable, enhancing the candidate's ability to communicate in a multilingual environment and engage with diverse stakeholders.
