Job Overview:
The Project Associate - Shelter position is integral to the implementation and monitoring of project activities associated with the IOM Shelter and Non-Food Items (SNFI) portfolio. The role involves ensuring that all activities align with technical guidelines, standard operating procedures (SOPs), and quality control plans. The Project Associate will conduct field visits to assess damages and repair needs in various settings, including collective centers and private residences. This position requires collaboration with technical colleagues to compile necessary engineering documentation and assist in procurement processes, ensuring transparency and adherence to organizational standards. The Project Associate will also monitor on-site progress, document key activities, and facilitate communication with contractors, contributing to the overall success of the project.

Duties and Responsibilities:

• Assist in the implementation and monitoring of project activities associated with the IOM SNFI portfolio, ensuring compliance with technical guidelines, SOPs, and quality control plans.
• Conduct field visits to collect and document information on damages and repair needs at various locations, including collective centers, social institutions, and private residences.
• Compile Bills of Quantity and Bills of Materials, and other necessary engineering documentation by organizing technical information in accordance with national legislation and IOM standards.
• Support the Procurement Unit by gathering and sharing technical information for the preparation of Statements of Work (SoW) and Terms of Reference (ToRs) for construction-related procurement documents.
• Conduct regular site visits to monitor the progress of works, documenting completion of key activities and reporting any deviations from original designs.
• Facilitate communication with contractors through designated technical staff when changes or corrections are needed.
• Assist in the administrative coordination of project implementation, liaising with various organizational units and external parties to process requests and obtain necessary clearances.
• Contribute to reports by providing inputs and data, including weekly and monthly reports, and submitting regular progress reports through KoBo forms.
• Perform other duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma with five years of professional work experience, or a Bachelor’s degree in Civil/Construction Engineering, Architecture, Mechanical Engineering, or Electrical Engineering from an accredited institution, along with three years of relevant professional experience. Experience in shelter and building construction management, civil design projects, and knowledge of applicable codes and standards is essential. Familiarity with financial rules and regulations and prior work experience with humanitarian organizations is advantageous.

Educational Background:
The educational requirements for this position include a high school diploma with extensive work experience or a Bachelor’s degree in a relevant engineering field such as Civil, Construction, Mechanical, or Electrical Engineering. The degree must be from an accredited academic institution, ensuring that candidates have a solid foundation in engineering principles and practices relevant to the role.

Experience:
Candidates should have a minimum of three years of relevant professional experience in construction engineering, contract management, and supporting shelter and building construction activities. Experience in implementing civil design projects and knowledge of humanitarian relief operations, particularly in the Ukrainian context, is highly desirable. Familiarity with project management and procurement processes is also beneficial.

Languages:
Fluency in English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to effective project implementation.

Additional Notes:
This position may involve a contract duration that is contingent upon funding confirmation. The role is categorized as a full-time position, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
