Job Overview:
In the role of Monitoring and Evaluation Officer, you will be instrumental in monitoring the performance of WFP programs, enhancing accountability to affected populations, and supporting assessments and analyses that generate evidence to improve program quality and decision-making. This position is critical in the context of the ongoing war in Ukraine, which has led to significant humanitarian challenges, including disrupted food supplies and the displacement of millions. Your work will involve collaborating with various units within WFP and local partners to develop and implement monitoring plans, conduct field missions, and analyze data to inform program adjustments. You will be expected to lead a team in Dnipro, ensuring that monitoring activities are effectively coordinated and that findings are documented and acted upon. The position requires a proactive approach to identifying trends and risks, as well as a commitment to improving the quality of humanitarian assistance provided to vulnerable populations.

Duties and Responsibilities:

• Lead and coordinate the Dnipro RAM team, providing technical guidance, work planning, quality assurance, and performance oversight for monitoring, assessment, accountability, and evidence-generation activities.
• Collaborate with program and relevant units in the Field Office and Country Office to develop and implement regular program monitoring plans based on distribution plans and corporate requirements.
• Organize and participate in program monitoring missions, ensuring systematic documentation, analysis, and follow-up of monitoring findings.
• Analyze and consolidate monitoring findings, preparing regular reports and analytical products that highlight key trends, risks, lessons learned, and recommendations.
• Coordinate rapid market assessments and other evaluations as needed, particularly in newly affected areas.
• Liaise with implementing partners to strengthen monitoring practices and address identified gaps.
• Support the implementation of Accountability to Affected Populations (AAP) and Community Feedback Mechanism (CFM) activities, including monitoring feedback trends and coordinating with partners.
• Perform other related duties as assigned.

Required Qualifications:
Candidates must possess strong analytical and report-writing skills, with the ability to interpret data and translate findings into actionable recommendations. A good understanding of monitoring and evaluation methodologies, assessment tools, and data quality assurance processes is essential. Knowledge of humanitarian principles and familiarity with AAP and CFM is advantageous. Strong stakeholder engagement, coordination, and communication skills are required, along with proficiency in Microsoft Office applications and data management tools.

Educational Background:
An advanced university degree in Economics, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or a related field is required. Alternatively, a first university degree with additional years of relevant work experience and/or training may be acceptable.

Experience:
At least one year of postgraduate professional experience in monitoring, assessments, accountability, program quality, or related humanitarian/development fields is required. Experience in planning and coordinating field monitoring activities, analyzing quantitative and qualitative data, and producing evidence-based reports is essential.

Languages:
Fluency (level C) in both English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset.

Additional Notes:
This position is a Service Contract with a duration of 12 months, which is renewable based on performance and organizational needs. The role is based in Dnipro, Ukraine, and offers a competitive salary and benefits package, including pension contributions, medical insurance, annual leave, and parental leave.
