Job Overview:
The Information Management and Analytics Specialist position is designed to leverage advanced information management and geospatial technologies to support life-saving mine action operations. This role is pivotal in shaping data-driven strategies that enhance operational efficiency and build capacity within a critical UN programme. The specialist will be responsible for the design, implementation, and maintenance of complex information management systems and architecture for the UNMAS programme in the occupied Palestinian territory. This includes ensuring effective data collection, storage, analysis, and dissemination, translating business requirements into technical solutions, and providing expert advice and training to enhance data-driven decision-making and reporting for mine action operations. The position requires a proactive approach to developing innovative solutions that meet the program's data product needs, ensuring high data quality standards and compliance with data security" style="border-bottom: 1px dotted #007bff !important;">security protocols.

Duties and Responsibilities:
The Information Management and Analytics Specialist will have a comprehensive set of responsibilities, including:

• Supporting data collection and reporting for the UNMAS programme, translating business requirements into functional and technical requirements.
• Managing and maintaining the programme’s information management systems and information architecture using platforms such as Google Cloud Platform and ArcGIS Enterprise.
• Ensuring efficient implementation of assigned programmes and activities, focusing on system design and delivery of the UNMAS global information management system.
• Contributing to partnership building and consensual decision-making, developing technical documentation, guidance, templates, and training materials.
• Conducting training and capacity-building activities for PSC personnel and relevant stakeholders on information management and analytics tools.
• Collecting data requirements and identifying data sources to support decision-making processes, ensuring high data quality standards and implementing data verification procedures.
• Developing various types of information and analytical products for dashboards and ArcGIS web applications.
• Advising senior management on special information management projects and ensuring compliance with data security and safety protocols.
• Facilitating team engagement and providing high-quality results through effective work planning and performance management.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) with 7 years of relevant experience, or a Master’s degree (or equivalent) with 5 years of relevant experience. Relevant experience includes design and implementation of complex information management systems, data management, and experience with ArcGIS Survey123 forms and workflows. Desired qualifications include proficiency in Python or relevant scripting languages, and experience working with National Mine Action Centres or Authorities. Knowledge of gender equality and social inclusion (GESI) or diversity, equity, and inclusion (DEI) considerations in information management contexts is also desired.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in a relevant field such as Information Management, Data Science, Geospatial Analysis, or a related discipline. Candidates with equivalent professional experience may also be considered, particularly if they have demonstrated expertise in relevant areas of information management and analytics.

Experience:
The position requires significant experience in the design and implementation of complex information management systems, including data architecture and enterprise architecture. Candidates should have a proven track record in data management, including data modeling, database design, and the development of technical documentation. Experience in managing ArcGIS Survey123 forms and workflows is essential, along with a strong understanding of data verification and quality assurance processes. Candidates with experience in supporting national mine action information management systems will be preferred.

Languages:
Fluency in English and Arabic is required for this position. Candidates must demonstrate strong communication skills in both languages, as they will be required to engage with diverse stakeholders and present information management products effectively. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as mid-level and is offered on an Individual Contractor Agreement (ICA) basis for a duration of 6 months, with the possibility of extension subject to availability of funds and satisfactory performance. The role is based in Amman, Jordan, and candidates should be prepared to work in a dynamic and challenging environment.
