This initiative aims to address the protection and assistance needs of people on the move in North Africa through collaboration with local organizations and communities. The ICLA Technical Coordinator will provide technical oversight and support to legal aid partners throughout the project cycle, ensuring high-quality legal aid programming. The role involves legal research, monitoring, evaluation, learning, donor reporting, and coordination with various stakeholders to enhance program effectiveness. The coordinator will not have direct line management responsibilities but will play a vital role in program development and partner capacity building.
Duties and Responsibilities: The ICLA Technical Coordinator will have a range of responsibilities, including:
Adhering to NRC policies and ensuring that projects target beneficiaries in need of protection.
Promoting the rights of internally displaced persons (IDPs) and returnees in line with advocacy strategies.
Contributing technical expertise to the development of ICLA strategies and action plans.
Conducting legal research and documenting findings.
Providing technical support to partners throughout all phases of project cycle management (PCM), including proposal development and reporting.
Supporting the development of technical quality standards and conducting regular reviews of partner methodologies.
Assisting in the identification of partner capacity needs and designing capacity-sharing plans.
Reviewing partner reports and ensuring compliance with donor requirements.
Supporting the documentation of best practices and lessons learned. 1
Collaborating with the Monitoring, Evaluation, and Learning (MEL) team to ensure sound methodologies and data collection tools. 1
Identifying and mitigating risks related to legal aid and protection. 1
Representing the HPH in relevant coordination forums and networks.
Required Qualifications: Candidates must possess a Bachelor’s degree in law and have a minimum of three years of relevant experience in the legal aid field. They should have specific knowledge of legal aid within the humanitarian sector and experience working in complex and volatile contexts. Documented technical competencies related to the position's responsibilities are essential, along with fluency in both Arabic and English. Familiarity with the North Africa context and experience working with local civil society organizations are highly desirable. Candidates should also have experience in managing project cycle management and providing technical support to local organizations.
Educational Background: The educational requirement for this position is a Bachelor’s degree in law. This foundational education is crucial for understanding the legal frameworks and issues that the ICLA Technical Coordinator will be addressing in their role.
