Job Overview:
The National Project Coordinator will play a pivotal role in the implementation of the IRIS project, which focuses on extending social health protection coverage in Cambodia. This position requires a proactive individual who can coordinate project activities, provide technical support to various stakeholders, and ensure that the project aligns with national plans for achieving the Sustainable Development Goals (SDGs). The coordinator will work closely with government agencies, social partners, and civil society organizations to promote inclusive social health protection, particularly for vulnerable groups such as informal workers, women, and people with disabilities. The role demands a strong understanding of social health protection systems and the ability to navigate complex policy environments to drive effective reforms and improvements in health coverage.

Duties and Responsibilities:
The National Project Coordinator will be responsible for a wide range of duties, including but not limited to:

• Supporting the development of project workplans and ensuring the effective implementation of project activities aimed at extending social health protection coverage.
• Monitoring compliance with ILO financial and administrative procedures and contributing to the timely delivery of project outputs and reporting obligations.
• Analyzing national policies and strategies related to social health protection and proposing responsive actions to emerging trends and challenges.
• Facilitating stakeholder consultations and coordination meetings with employers’ organizations, trade unions, government agencies, and development partners.
• Preparing technical briefs, progress reports, and knowledge products such as case studies and working papers.
• Organizing awareness-raising events, workshops, and training sessions to promote inclusive social health protection.
• Conducting research on social health protection coverage, adequacy, financing, and administration to inform national reforms.
• Serving as a focal point for social health protection and representing the project in various meetings.
• Supporting partnership development and resource mobilization efforts by identifying opportunities and contributing to proposal development. 1
• Drafting, reviewing, and translating official documents and public information materials as required. 1
• Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public health, social science, or a related field. Additionally, they should have a strong understanding of social health protection systems and the ability to engage with various stakeholders effectively. The ideal candidate will demonstrate technical knowledge in social protection, public health, and contemporary issues related to Universal Health Coverage. They should also have experience in project management, formulation, administration, and evaluation techniques, along with excellent analytical and drafting skills.

Educational Background:
A first-level university degree in a relevant field such as economics, public health, social science, or a related discipline is required for this position. This educational background will provide the necessary foundation for understanding the complexities of social health protection and the ability to contribute effectively to the project’s objectives.

Experience:
Candidates should have at least two years of professional experience at the national level in the field of social health protection, social protection, or health financing. This experience should include direct involvement in projects or initiatives aimed at improving social health protection systems and policies, demonstrating a solid understanding of the challenges and opportunities within this sector.

Languages:
Excellent knowledge of the working language of the duty station (Khmer) is mandatory, along with a good knowledge of English. Proficiency in both languages is essential for effective communication with stakeholders and for the preparation of reports and documentation.

Additional Notes:
The position is a fixed-term contract for 12 months, subject to the availability of funds. The recruitment process is open to both internal and external candidates, with specific local recruitment and eligibility criteria for National Officer positions.
