Job Overview: The consultant will support the CGIAR Multifunctional Landscapes Science Program, specifically focusing on Transboundary Natural Resource Governance in the 3S Basin, which includes the countries of Lao PDR, Cambodia, and Vietnam. The primary objective of this consultancy is to generate actionable insights regarding stakeholder contexts in these riparian countries. The consultant will conduct a thorough stakeholder analysis to identify existing governance mechanisms, gaps in stakeholder engagement, and potential entry points for establishing transboundary governance arrangements, such as a Multistakeholder Platform. This role is crucial for advancing the program's goals of promoting sustainable, inclusive, and resilient landscapes through effective governance and stakeholder engagement.
Duties and Responsibilities:
Conduct qualitative desk-based research to analyze stakeholders in the 3S Basin, including reviewing relevant policy documents, laws, and strategies.
Perform a comprehensive stakeholder analysis to identify governance mechanisms and engagement gaps in Lao PDR, Cambodia, and Vietnam.
Conduct semi-structured interviews with key informants, including policymakers, researchers, and civil society actors, to gather qualitative data.
Write three descriptive reports detailing the stakeholder and governance context for each country.
Provide a final deliverable that summarizes identified governance gaps and suggests entry points for strengthening transboundary institutions in the 3S Basin.
Collaborate with the CGIAR team to ensure alignment with the program's objectives and deliverables.
Required Qualifications: • Proven expertise in river basin governance, stakeholder engagement, and Integrated Water Resource Management (IWRM). • A strong track record of high-quality peer-reviewed publications relevant to the field. • Demonstrated experience in collecting qualitative data through interviews, focus groups, and other methods, as well as analyzing both quantitative and qualitative data. • A PhD in social sciences or a related field is required.
Educational Background: Candidates must possess a PhD in social sciences or a closely related discipline, with a focus on topics relevant to governance, stakeholder engagement, and water resource management. A strong academic background is essential to ensure the consultant can effectively contribute to the research and analysis required for this position.
Experience: The consultant should have substantial experience in the field of river basin governance and stakeholder engagement, particularly in the context of Integrated Water Resource Management (IWRM). Experience in conducting qualitative research, including interviews and focus groups, is essential. A proven publication record in peer-reviewed journals is also necessary to demonstrate expertise and credibility in the field.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in local languages of the riparian countries (Lao, Khmer, and Vietnamese) would be advantageous but is not required.
