Job Overview:
The Senior Programme Associate (Food Fortification) position is a critical role within WFP's nutrition activity under the Country Strategic Plan (CSP) for 2024-202

• This role focuses on the semi-commercialization of food fortification, particularly rice, with the aim of improving the nutritional status of women of reproductive age and stimulating both supply and demand for fortified foods. The incumbent will be responsible for managing partnerships with factories, supporting workplace meal programs, and assisting in the rollout of fortified rice branding and marketing. Additionally, the role involves providing technical support for the design, implementation, and monitoring of food fortification activities, ensuring alignment with national priorities and WFP strategies. The position also requires planning and organizing training sessions for rice millers and suppliers, collaborating with the Ministry of Education, Youth and Sport (MoEYS) to integrate fortified rice into the national Home-Grown School Feeding Programme (HGSFP), and supporting the National Council for Nutrition (NCN) in implementing Cambodia’s first National Strategy for Food Fortification. This position is vital for enhancing nutrition outcomes and addressing micronutrient deficiencies in the Cambodian population.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including:

• Managing the semi-commercialization project by coordinating partnerships with factories, supporting workplace meal programs, and assisting in the rollout of fortified rice branding and marketing.
• Providing technical support and leading the design, implementation, and monitoring of food fortification activities, ensuring alignment with national priorities and WFP strategies, policies, and guidelines.
• Planning, organizing, and managing training sessions for rice millers and suppliers, including logistics, preparation of materials, and maintenance of training records.
• Supporting pilot implementation and scale-up of fortified rice in the national HGSFP in collaboration with MoEYS, including monitoring and reporting.
• Assisting NCN and technical ministries in implementing the National Food Fortification Strategy and developing national standards for fortified rice.
• Developing and managing advocacy and communication materials for campaigns, stakeholder engagement, and public events promoting rice fortification and healthy diets.
• Contributing to resource mobilization efforts by supporting proposal development, preparing background materials, and tracking donor opportunities.
• Coordinating technical learning events and government-to-government exchange visits to promote knowledge sharing and best practices in food fortification.
• Preparing reports and conducting data analysis related to food fortification activities, providing recommendations to supervisors and ensuring deliverables meet corporate standards and quality requirements. 1
• Managing partnership agreements, contracts, and related administrative tasks for food fortification and nutrition activities, including coordination with partners and budget monitoring as required.

Required Qualifications:
The position requires a minimum of 7 years of relevant work experience, particularly in implementing technical programs related to food fortification, private sector engagement, nutrition, food safety, social and behavior change, agricultural market support, or value chain development. Candidates should have experience in engaging with communities, local authorities, and other external stakeholders on nutrition-focused programs or projects. Additionally, experience in facilitating adult learning, including training and coaching, is essential. The candidate should also have experience utilizing standard software packages and systems, including word processing and spreadsheets, and should have provided input to policy discussions.

Educational Background:
Candidates must have completed secondary school education, and a post-secondary certificate in nutrition/health, food technology, environmental science, social sciences, public policy, or other relevant fields is required. This educational background is crucial for understanding the complexities of food fortification and nutrition-related initiatives.

Experience:
The role requires a minimum of 7 years of relevant work experience, with a focus on technical program implementation in areas such as food fortification, nutrition, and agricultural market support. Candidates should have progressively increased levels of responsibility in their previous roles and should have experience in policy discussions and community engagement.

Languages:
Fluency in both spoken and written English and Khmer is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and beneficiaries in Cambodia.

Additional Notes:
This position is a WFP Service Contract at Grade SC-7 (equivalent to GS-7) and is based in Phnom Penh, Cambodia. The contract duration is for 12 months, with the possibility of extension, starting in October 202
