Job Overview:
The Procurement and Supply Chain Advisor will play a crucial role in providing technical support to the National Center for Parasitology, Entomology and Malaria Control (CNM) Pharmacy Unit and the Central Medical Store in Cambodia. This position involves close collaboration with FHI 360 teams and the U.S. Embassy to enhance malaria commodity procurement and supply chain management. The Advisor will be responsible for improving procurement and supply management systems, which include site monitoring, quantification, procurement, warehousing, inventory management, and distribution, particularly in settings focused on the elimination and prevention of malaria reestablishment. The role also encompasses strategic and technical proposal development, activity planning, and monitoring implementation to ensure the timely availability of necessary commodities.

Duties and Responsibilities:
The Advisor will coordinate and support the procurement and delivery of lifesaving health commodities funded by the U.S. Government to target populations at both national and sub-national levels. A successful handover of in-country procurement support tasks to the Ministry of Health (MOH)/CNM is critical during the transition phase. Responsibilities include creating and managing requisition orders, overseeing procurement lead times, supporting importation and regulatory processing, and assisting MOH/CNM with forecasting and supply planning. The Advisor will also develop strategies for effective distribution of malaria commodities, particularly in high-risk areas, and provide technical support for monitoring and evaluation of commodity stocks. Field monitoring, feedback collection, and capacity-strengthening interventions will also be part of the role, along with stakeholder management and program management tasks such as reporting and data analysis.

Required Qualifications:
Candidates must possess strong project management skills, including the ability to set realistic priorities and manage multiple activities efficiently. Proficiency in writing and verbal communication is essential, along with relevant computer software skills, particularly in Microsoft Office applications. The ability to manage one's own work to meet job and performance standards is crucial. Additionally, candidates should have a solid understanding of technical areas related to supply chain management and procurement processes.

Educational Background:
A Master’s degree or international equivalent in knowledge/information services, communications, education, environment, health, behavioral sciences, life/social sciences, international development, human development, or a related field is required. Project Management (PM) certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, candidates should have eight or more years of relevant experience in the technical implementation of large projects and/or programs. Experience in providing technical assistance, capacity building, and business development in the specific technical domain is essential. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with international or domestic U.S. program development or management experience.

Languages:
Fluency in English and Khmer is mandatory, as the role requires effective communication with local stakeholders and the ability to read, write, and speak in both languages. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The position is expected to require 10% - 25% travel. The hiring salary range for this role is USD 23,000 - 36,000 for annual basic salary for national local hire.
