Job Overview: The Business Support Assistant will play a vital role in providing administrative and business support to the Disaster Risk Management (DRM) and Shock-Responsive Social Protection (SRSP) teams within WFP. This position is essential for ensuring that partnership agreements, procurement processes, and internal workflows are managed effectively, allowing technical teams to focus on program delivery and impact. The assistant will be responsible for drafting and finalizing partnership agreements, supporting procurement requests, preparing internal reports, and organizing workshops and meetings. This role requires a proactive approach to ensure compliance with WFP standards and to facilitate smooth operations within the team. The assistant will also be involved in monitoring financial and narrative reports to ensure accountability and transparency in administrative procedures, contributing to the overall mission of WFP in Cambodia.
Duties and Responsibilities:
Provide administrative support in drafting, reviewing, and finalizing Partnership Agreements and Field Level Agreements with government institutions, UN agencies, and NGOs, ensuring compliance with WFP’s rules and donor requirements.
Support procurement requests related to DRM/SRSP/DRF activities, ensuring proper documentation and compliance with WFP systems, and liaising with Logistics and Finance units for purchase orders and payment clearance.
Assist in preparing internal reports, briefs, and meeting notes, consolidating partner submissions, and ensuring timely reporting to donors and management.
Organize workshops, missions, and coordination meetings, maintaining filing systems for agreements and procurement records.
Track partner financial and narrative reports for compliance, support monitoring of procurement and partnership processes, and ensure accountability in administrative procedures.
Act as a focal point for gender mainstreaming within the program, collaborating with communication focal points for events, and coordinating with the Social Protection unit on activities related to shock-responsive social protection and disaster risk financing.
In emergencies, support coordination of relief efforts and communication with national disaster management authorities, and perform other activities to support program operations as required.
Required Qualifications: Candidates should possess a minimum of five years of experience in disaster risk management, social protection, or development sectors, including project management. Proficiency in using computers and standard software packages, particularly Microsoft Office (Word, Excel, PowerPoint), is essential. Familiarity with disaster risk management processes, reporting, program management, and monitoring and evaluation is required. Experience working with various external stakeholders at national and sub-national levels is also necessary. Knowledge of UN rules, procedures, and regulations would be advantageous.
Educational Background: The minimum educational requirement is the completion of secondary school education. A post-secondary certificate in a related functional area is desirable, indicating a level of specialization that would benefit the role.
Experience: The position requires a minimum of five years of relevant experience in fields such as disaster risk management, social protection, or development sectors. This experience should include project management and familiarity with administrative processes within these contexts.
Languages: Fluency in both oral and written communication in English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes: This position is a WFP Service Contract at Grade SC-5, equivalent to GS-5, with a duty station in Phnom Penh, Cambodia. The contract duration is from 1 September 2026 to 31 August 2027, with no expectation of extension upon completion of project tasks.
