Job Overview:
The Senior Programme Associate (SBC) position is crucial for the implementation of social and behavior change initiatives aimed at improving dietary practices and nutrition outcomes among vulnerable populations in Cambodia. This role involves coordinating and supporting the execution of SBC activities, which include school-based programs and the promotion of fortified rice consumption. The incumbent will work closely with government stakeholders, facilitate capacity-building efforts, and oversee partnerships with external service providers. The overarching goal of this position is to ensure timely and high-quality implementation of SBC interventions, contributing to the sustainability and scale-up of these initiatives in alignment with WFP's Country Strategic Plan (CSP) for 2024-2028.

Duties and Responsibilities:

• Support SBC Programme Implementation: Plan and implement SBC activities in collaboration with WFP colleagues and government partners. Facilitate partnerships with national and sub-national stakeholders to ensure program alignment and operational readiness. Organize training sessions and capacity-strengthening activities for partners. Track implementation progress and resolve operational challenges. Support field visits and monitoring missions related to SBC activities. Prepare implementation updates and reports on school-based SBC initiatives.
• Support Development of SBC and Marketing Strategy: Coordinate the development of an SBC and marketing strategy for fortified rice. Facilitate consultations with stakeholders to inform strategy development. Compile research findings and stakeholder feedback to support decision-making. Identify behavioral barriers to fortified rice consumption. Serve as the focal point for coordination with creative agencies and consultants. Track deliverables and review campaign materials.
• SBC Materials and Campaign Implementation: Develop communication materials and SBC tools for various audiences. Organize campaign launches and consumer engagement activities. Coordinate the dissemination of SBC materials through partner networks.
• Monitoring, Learning and Reporting: Collect and analyze monitoring data related to campaign effectiveness. Document lessons learned and provide recommendations for improvement. Prepare regular progress updates and contribute to reporting requirements.
• Cross-cutting Considerations: Ensure gender, protection, and disability inclusion are integrated into program implementation. Adhere to WFP’s Code of Conduct and policies on protection from exploitation and abuse.

Required Qualifications:
Candidates must possess at least 7 years of relevant work experience in fields such as social and behavior change, communication for development, nutrition, public health, or social marketing. Experience in engaging communities and stakeholders is essential, along with a background in supporting nutrition-related campaigns or interventions. Familiarity with formative research and behavior change communication is highly desirable. Candidates should demonstrate strong drafting, coordination, and stakeholder engagement skills, as well as proficiency in Microsoft Office and data management tools.

Educational Background:
Completion of secondary education is required, while a post-secondary certificate in nutrition, health, social sciences, public policy, or a related field is desirable. This educational background will provide the necessary foundation for understanding the complexities of nutrition and behavior change initiatives.

Experience:
The position requires a minimum of 7 years of relevant experience in social and behavior change, communication for development, or related fields. Candidates should have a proven track record of engaging with communities, local authorities, and implementing partners, as well as experience in coordinating campaigns or interventions related to nutrition and healthy diets. Familiarity with research and evidence-generation activities is also beneficial.

Languages:
Fluency in both oral and written communication in Khmer and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
