Job Overview:
The E T Consultant Research Economist position at the World Bank is a critical role within the Development Economics (DEC) Vice Presidency. The role requires a strong analytical background and the ability to engage with various stakeholders, including government ministries and local think tanks, to ensure the effective implementation of innovative land programs. The consultant will also be responsible for maintaining dialogue with relevant parties to monitor progress and link these efforts to impact evaluations, thereby enhancing the effectiveness of public support in rural areas.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant Research Economist include:

• Supporting the implementation of rigorous evaluations of land record initiatives aimed at increasing access to finance for landowners and tenants.
• Collaborating with local universities and think tanks to build capacity and enhance research efforts related to land governance.
• Engaging with the Country Management Unit (CMU) and relevant ministries to monitor the implementation of land programs across different states.
• Analyzing the impact of digital land record systems, such as SVAMITVA and NAKSHA, on local revenue generation and agricultural subsidy effectiveness.
• Utilizing geospatial, survey, and administrative data to conduct thorough economic research and contribute to policy dialogue.
• Communicating findings effectively to policymakers and stakeholders to influence decision-making processes.
• Contributing to the development of publications and research outputs that advance the understanding of land tenure and access to finance in India.

Required Qualifications:
Candidates must possess a PhD in economics or a related discipline. A strong track record of economic research, particularly focused on India, is essential. Familiarity with land records and access to finance in the Indian context is highly advantageous. Candidates should demonstrate strong analytical skills, with a solid understanding of impact evaluation literature and land tenure institutions. The ability to work with various data types, including survey, administrative, and geospatial data, is crucial. Additionally, candidates should have a pipeline of journal publications or publishable work in progress, along with strong communication and presentation skills to effectively convey research findings to policymakers and stakeholders.
