Job Overview: The Senior Infrastructure Consultant position at the World Bank is a critical role within the Disaster Management, Solutions & Impact Unit (KIUSD), focusing on enhancing the resilience of infrastructure in low and middle-income countries. The consultant will act as a global technical advisor, providing strategic and operational support to regional teams. The role involves integrating resilience into infrastructure-related policies and investment operations, ensuring that projects are designed to withstand climate-related hazards and geohazards. The consultant will develop knowledge products and operational toolkits to enhance the capacity of task teams, assess the impact of infrastructure projects, and provide technical advice on resilient infrastructure design. This position requires a deep understanding of infrastructure systems and the ability to work collaboratively with various stakeholders, including government entities and development partners. The consultant will also participate in field missions, contribute to capacity-building activities, and support the overall objectives of the World Bank's mission to improve infrastructure resilience.
Duties and Responsibilities: The Senior Infrastructure Consultant will be responsible for a wide range of duties, including:
Supporting the development of knowledge products and operational toolkits to enhance the capacity of task teams in delivering resilient infrastructure operations.
Ensuring the coherent integration of resilience considerations across the policy-investment-analytics continuum.
Providing technical advice on resilience engineering standards, performance metrics, and results frameworks in infrastructure operations.
Conducting rapid diagnostics of policies and designing resilient infrastructure, including exposure, vulnerability, risk, and post-disaster assessments.
Offering targeted advisory support to regional task teams and client counterparts for lending operation projects involving resilient infrastructure activities.
Liaising with stakeholders, including government officials, contractors, and development partners, to facilitate technical assistance.
Overseeing the implementation of technical assistance activities, including planning, budgeting, and quality control.
Contributing to capacity-building activities for WBG Task Teams and client countries involved in resilient infrastructure projects.
Participating in field missions and providing technical input to operational and analytical task teams. 1
Supporting program deliverables, including communication materials, results monitoring, and reporting.
Required Qualifications: Candidates must possess a Master’s degree in civil engineering, geotechnical or hydraulic engineering, or related fields such as Disaster Risk Management. A strong preference is given to candidates with solid technical training and hands-on experience in the design, construction, and maintenance of resilient roads and urban infrastructure. Additionally, candidates should have a minimum of eight years of progressively responsible professional experience, which includes assessing the physical vulnerability of infrastructure and integrating resilience measures into designs. Technical expertise in conducting infrastructure assessments, developing design standards, and applying nature-based solutions is highly desired. Strong analytical and problem-solving skills, along with the ability to work in diverse, multicultural environments, are essential for this role.
Educational Background: The educational background required for this position includes a Master’s degree in civil engineering, geotechnical or hydraulic engineering, or a related field. Candidates with a strong foundation in Disaster Risk Management are also encouraged to apply.
