Job Overview:
The Infrastructure Finance Specialist position is integral to the Operational Strategy and Financing Solutions (MIGIG) unit within MIGA. This role involves providing financial solutions and expertise to support infrastructure investments across various sectors and regions. The Infrastructure Specialist will work closely with colleagues across the WBG-Guarantee Platform, focusing on developing, structuring, and implementing project pipelines and transactions. The position requires a strong understanding of financial markets, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and various debt instruments related to infrastructure and project financing. The Infrastructure Specialist will report to the Practice Manager of MIGIG and will be responsible for advising clients on the development and effective implementation of private investments for sustainable development in infrastructure, particularly in mobilizing private sector financing and addressing climate transitions. The role also entails working with World Bank Task Teams to conduct due diligence for infrastructure finance operations, emphasizing financial analysis and structuring financial solutions for raising commercial financing. This position is initially based in Washington, DC, but may be decentralized in the future, depending on organizational needs.

Duties and Responsibilities:
The duties and responsibilities of the Infrastructure Finance Specialist include advising both internal and external clients (governments) on developing and implementing private investments for sustainable infrastructure development, with a focus on mobilizing private sector financing. The Specialist will support the expansion of the project pipeline by identifying opportunities and candidate projects, as well as managing relationships with clients such as banks and institutional investors. The role involves supporting Senior and Lead Infrastructure Finance specialists during the preparation, structuring, negotiation, closing, and monitoring of transactions related to investment and policy operations. The Specialist will work collaboratively with World Bank Task Teams to conduct due diligence for infrastructure finance operations, focusing on financial analysis and structuring solutions for raising commercial financing. Additionally, the Specialist will develop and lead the creation of marketing materials and knowledge products, including webinars, brochures, and case studies, while being an integral part of project teams that focus on risk assessment, financial structuring, transaction design, and project implementation and monitoring.

Required Qualifications:
The required qualifications for the Infrastructure Finance Specialist position include a Master’s degree in finance, international business, public policy, or a related field, along with a minimum of five years of relevant professional experience or an equivalent combination of education and experience. Candidates should have a background in investment and development banking, with demonstrated experience in working with private sector projects and governments. A strong understanding of infrastructure policies, strategies, and institutions is essential, as well as a full understanding of financial modeling, project finance, structured finance, capital markets, and ESG-linked finance. Familiarity with commercial banks, bond investors, and institutional investors, along with knowledge of market trends and innovative financial developments, is also required. Strong analytical skills and the ability to lead high-quality analytical and advisory services related to infrastructure financing and public-private partnerships are crucial for this role.
