Job Overview: The Financial Sector Expert/Senior Financial Sector Expert position is situated within the Monetary and Capital Markets Department (MCM) of the IMF, specifically in the Financial Supervision and Regulation Division (FR). This role is crucial for developing and disseminating policy positions on the prudential and conduct supervision and regulation of financial institutions, including banks and insurers. The selected candidate will engage in various activities such as managing the Fund's participation in developing regulatory standards, providing policy and technical advice, and liaising with international standard-setting bodies. The position requires a collaborative approach, as the expert will work closely with a team of experienced professionals to monitor and implement financial sector policies. The role also involves backstopping technical assistance and participating in the Financial Sector Assessment Program (FSAP) and other special projects, making it a dynamic and impactful position within the IMF.
Duties and Responsibilities: The duties and responsibilities of the Financial Sector Expert/Senior Financial Sector Expert include:
Developing and disseminating policy positions on prudential and conduct supervision and regulation of banks, insurers, and nonbank financial intermediaries, focusing on areas such as fintech and cybersecurity.
Managing the IMF's participation in the development of regulatory standards and codes, working with relevant standard setters on assessment methodologies.
Overseeing the delivery of standards assessments in the division's areas of competency, ensuring quality control and maintaining a roster of trained assessors.
Providing policy and technical advice on financial supervision and regulation, participating in Area Department country teams, and offering ad hoc support.
Delivering technical assistance and capacity building on financial supervision and regulation, including backstopping external experts.
Acting as the central point of contact for the Department's engagement with relevant standard-setting bodies such as BCBS, IAIS, IOSCO, IFRS, and IFSB.
Liaising with standard-setting bodies, FSB committees, and other international organizations on regulatory and supervisory policy matters.
Participating in the Financial Sector Assessment Program (FSAP), technical assistance missions, Article IV surveillance, and special projects related to supervision and regulation.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
An advanced university degree in economics, finance, or a related field.
At least four years of relevant professional experience in banking supervision and regulation.
A deep understanding of international regulatory and supervisory initiatives, with experience in their implementation at the national level.
Familiarity with on-site and off-site supervision functions, along with a solid understanding of risk identification, assessment, and management methodologies.
Hands-on experience with the implementation of Basel standards and guidelines is advantageous.
Knowledge of digital banking, crypto assets regulation, and/or suptech is a plus.
Demonstrated creativity, initiative, sound judgment, and excellent negotiating skills.
Strong oral and written communication skills, with experience in major outputs of the IMF in a national context, such as FSAP and Article IV surveillance.
Educational Background: Candidates must have an advanced university degree in economics, finance, or a related field. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills required for the role.
Experience: The position requires at least four years of relevant professional experience in banking supervision and regulation. This experience should include exposure to international regulatory frameworks and practical implementation at the national level, as well as familiarity with the latest practices in risk management and supervision.
Languages: While the primary language for this position is English, proficiency in additional languages may be considered an asset. Candidates should have strong communication skills, both oral and written, to effectively engage with international stakeholders and contribute to policy discussions.
Additional Notes: This is a two-year contractual appointment, with the possibility of renewal for up to a maximum of four years of cumulative contractual service, depending on performance, budget availability, and ongoing business needs.
