Job Overview:
The position of Financial Sector Expert/Senior Financial Sector Expert in the Monetary and Capital Markets Department (MCM) of the IMF is a critical role that focuses on the development, monitoring, and implementation of financial sector policies specifically in the areas of securities markets and fintech. The incumbent will work collaboratively within a team of seasoned financial sector experts, contributing to various initiatives such as the Financial Sector Assessment Program (FSAP), technical assistance missions, and policy analysis projects. The expert will be expected to leverage their significant experience in fintech and capital markets to address supervisory challenges and provide policy advice, ensuring that the IMF remains at the forefront of financial sector regulation and supervision.

Duties and Responsibilities:
The duties and responsibilities of the Financial Sector Expert/Senior Financial Sector Expert include:
  • Developing and disseminating policy positions on prudential supervision and regulation of both banks and non-banks.
  • Managing the IMF's participation in the formulation of regulatory standards and codes, collaborating with relevant standard-setting bodies (SSBs) to ensure high-quality assessments and methodologies.
  • Providing policy and technical advice during Article IV surveillance missions, focusing on regulatory and supervisory matters.
  • Delivering technical assistance and capacity building in regulatory and supervisory areas, including supporting external experts.
  • Acting as the central point of contact for the Department's engagement with SSBs such as the Basel Committee for Banking Supervision (BCBS) and the International Organization for Securities Commissions (IOSCO).
  • Liaising with Financial Stability Board (FSB) committees on regulatory and supervisory policy matters.
  • Participating in special projects and initiatives related to fintech and securities markets, ensuring that the IMF's policies are aligned with international best practices.

Required Qualifications:
The ideal candidate for this position must possess an advanced academic degree in economics, finance, business administration, law, or a related field. Additionally, they should have at least four years of relevant work experience in financial sector issues, with a specialization in the regulation and supervision of capital and securities markets. A broad knowledge of international regulatory initiatives and experience in their implementation at the national level is essential. Candidates should also demonstrate a strong understanding of prudential oversight issues related to asset management and have hands-on experience in addressing the challenges posed by fintech. Excellent negotiating skills, creativity, and initiative are also required, along with strong oral and written communication abilities.

Educational Background:
Candidates must hold an advanced academic degree in a relevant field such as economics, finance, business administration, or law. This educational background is crucial for understanding the complexities of financial regulation and supervision, particularly in the context of capital markets and fintech.

Experience:
The position requires a minimum of four years of relevant work experience in financial sector regulation and supervision, particularly in capital and securities markets. Extensive experience within a supervisory agency is preferred, especially in roles that involve direct engagement with regulatory frameworks and supervisory practices. Candidates should also have experience in developing tailored solutions for implementing international standards and delivering technical assistance in low-capacity environments.

Languages:
Proficiency in English is mandatory for this position, as it is the working language of the IMF. Knowledge of additional languages may be considered an advantage, particularly if they are relevant to the IMF's member countries or regions of focus.
