Job Overview: The position of National Officer for School Feeding Policies and Programs at WFP is crucial in addressing the severe food crisis in Haiti, which has been exacerbated by armed violence, economic decline, and climate shocks. The officer will play a key role in developing and implementing national capacity strengthening projects related to school feeding programs, ensuring alignment with broader governmental policies and directives. Duties and Responsibilities: The National Officer will be responsible for a range of duties, including:
Contributing to the development of national capacity strengthening projects and processes related to school feeding, ensuring alignment with WFP's policies and guidelines.
Providing project management support for specific national capacity strengthening programs and smaller projects, ensuring a coordinated approach with broader initiatives.
Monitoring data collection and reporting systems related to capacity strengthening to maintain high-quality standards.
Conducting research and analysis on policy and operational issues to support senior colleagues in enhancing national capacities.
Preparing timely and accurate reports on capacity strengthening activities to inform decision-making and ensure consistency in stakeholder communications.
Liaising with internal partners to ensure effective collaboration and tracking of ongoing capacity strengthening projects.
Supporting the identification and management of potential partnerships to enhance capacity strengthening efforts.
Assisting in the capacity development of WFP staff, partners, and government officials to recognize and address capacity strengthening needs.
Providing technical support for South-South cooperation initiatives. 1
Implementing additional activities as required to support the overall objectives of the school feeding program.
Required Qualifications: Candidates must possess a graduate degree in international affairs, economics, nutrition/health, agriculture, environmental sciences, social sciences, or related fields relevant to international development assistance. Alternatively, a first university degree with additional years of relevant professional experience and/or training may be considered. Candidates should demonstrate a proven track record of at least three years of professional experience in conducting capacity needs assessments for public institutions, developing and implementing capacity strengthening plans, and leading capacity building programs. A strong understanding of national policies and strategies, as well as the operational context of food security and nutrition in Haiti, is essential. Experience in capacity strengthening across a diverse range of stakeholders is also required.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as international affairs, economics, nutrition/health, agriculture, environmental sciences, or social sciences. A first university degree combined with additional relevant professional experience may also be acceptable. Candidates should have a solid foundation in the principles of humanitarian assistance and development, as well as knowledge of the specific challenges faced in Haiti regarding food security and nutrition.
Experience: The position requires a minimum of three years of relevant professional experience in the field of capacity strengthening for public institutions, particularly in the context of school feeding programs. Candidates should have demonstrated experience in leading capacity building initiatives, conducting needs assessments, and developing strategic plans. Familiarity with the operational environment of food security and nutrition in Haiti is crucial, as is experience working with a variety of stakeholders, including government entities and community organizations.
Languages: Fluency in both French and English is mandatory, with proficiency in reading, writing, and speaking. Knowledge of additional languages may be considered an asset, particularly in the context of working with diverse communities and stakeholders in Haiti.
