Job Overview: The position of Associé.e logistique – Contracting & Markets is crucial for the effective management of logistics contracts within the WFP framework. The role involves supporting the complete management cycle of logistics contracts, which includes transportation, handling, and associated services. The incumbent will be responsible for market analysis, execution of contracts, ensuring operational continuity, and controlling costs while maintaining performance standards of service providers. This position requires collaboration with various units such as Programme, Finance, and Supply Chain to ensure efficient implementation of cash transfers and food distributions. The role also emphasizes the importance of data collection and market analysis to identify trends and opportunities that can enhance operational effectiveness. The successful candidate will play a key role in supporting the logistics operations that are vital for delivering humanitarian assistance to vulnerable populations in Haiti.
Duties and Responsibilities: The main responsibilities of the position include:
Supporting the complete management of logistics contracts, from market analysis to execution, ensuring compliance with WFP procedures.
Coordinating with Programme, Finance, VAM, and Supply Chain units to facilitate effective implementation of cash transfers and food distributions.
Assisting in the collection of market information and supply chain analysis, including data collection and trend identification.
Supporting the onboarding and monitoring of retailers, ensuring compliance with contractual and operational requirements.
Conducting regular field visits to assess service quality, product availability, and compliance with WFP standards.
Assisting in procurement processes for logistics services, including preparation of requests for quotations and participation in offer evaluations.
Contributing to the management and archiving of logistics contracts, ensuring documentation is complete and audit-ready.
Monitoring the performance of logistics providers against key performance indicators and contributing to performance evaluations.
Supporting the reconciliation of cash transfer transactions, including invoice verification and payment tracking. 1
Assisting in the coordination and monitoring of logistics operations, reporting operational issues and contributing to problem resolution. 1
Conducting research, data collection, analysis, and reporting to support decision-making processes. 1
Liaising with internal and external stakeholders to support logistics contracting and retailer operations. 1

Required Qualifications: The position requires the following qualifications:
Completion of secondary education is mandatory. A post-secondary certificate in a relevant functional area is desirable.
At least 6 years of relevant experience, with a minimum of 1 year directly related to supply chain operations.
Previous experience in cash transfer operations is a significant advantage.
Proven experience in managing retail operations and market activities.
Strong knowledge of logistics management and supply chain principles.
Proficiency in data collection, analysis, and research initiatives.
Experience in contract execution, budget tracking, and maintaining enterprise systems.
Ability to work under pressure, be proactive, and identify and resolve operational issues.
Strong communication skills to convey complex topics clearly and concisely. 1

Educational Background: The educational background required for this position includes the completion of secondary education as a minimum requirement.
