Job Overview:
The Head of Support for Haiti is a critical leadership role within the Norwegian Refugee Council, responsible for ensuring that all support functions deliver high-quality and efficient program implementation in Haiti. This position is pivotal in the organizational structure, overseeing the implementation of NRC's Support Systems and Procedures. The Head of Support will manage a team, focusing on performance management, workforce planning, recruitment, staff induction, and development. The role also involves bolstering the support unit, which includes Finance, Logistics, Human Resources, ICT, Risk, and Compliance, and developing relevant training programs to ensure that all staff meet NRC's standards. Additionally, the Head of Support will facilitate strategic input from support functions into the development of the Country Strategy and Plan of Action, fostering collaborative relationships between support and program teams across all offices.

Duties and Responsibilities:
The Head of Support will have several key responsibilities, including:
  • Line management of directly reporting staff, ensuring effective performance management processes are in place, with clear goals aligned to the country strategy and priorities.
  • Overseeing workforce planning, recruitment, staff induction, and development, ensuring Duty of Care for all staff members.
  • Strengthening the support unit by developing training programs and coaching newly appointed support staff to meet NRC's standards.
  • Contributing to the induction of new staff and facilitating the strategic input of support functions into the Country Strategy and Plan of Action.
  • Creating collaborative and supportive working relationships between support and program teams, ensuring respectful communication and timely responses.
  • Collaborating with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Finance Manager to ensure timely and accurate financial reporting to the Regional Team.
  • Playing a strategic role in the elaboration of the NRC Haiti Country Strategy and annual Plan of Action.

Required Qualifications:
Candidates for the Head of Support position must possess a minimum of 4 years of experience in a senior management role within a humanitarian or recovery context. They should have experience working in complex and volatile environments, with proven expertise in resource allocation and cost management. Candidates must demonstrate documented results related to the responsibilities of the position and possess a strong understanding of their own leadership skills and profile. Fluency in both English and French, both written and verbal, is mandatory, along with knowledge of the context in Haiti. Additional qualifications include experience with start-up and emergency response, solid knowledge of logistics and procurement, HR, and finance routines in a humanitarian context, excellent communication and problem-solving skills, and the ability to work under pressure and independently with limited supervision.

Educational Background:
The educational background required for the Head of Support position includes a relevant degree in management, humanitarian studies, or a related field. Advanced degrees or specialized training in humanitarian assistance, project management, or organizational leadership are highly desirable. Candidates should have a strong academic foundation that supports their ability to manage complex operations and lead diverse teams effectively.

Experience:
The position requires candidates to have a minimum of 4 years of experience in a senior management role within a humanitarian or recovery context. This experience should include working in complex and volatile environments, demonstrating the ability to navigate challenges and implement effective solutions. Candidates should also have experience in resource allocation, financial management, and team leadership, showcasing their capacity to drive organizational success in challenging circumstances.

Languages:
Fluency in English and French is mandatory for this position, as both languages are essential for effective communication within the organization and with external stakeholders. Proficiency in additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to engage with diverse communities and partners.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract offered is a fixed national contract signed with ECSI or an international contract for 12 months, which is renewable subject to funding and performance. The role may require travel to areas of intervention, estimated at 30%. The salary and benefits are based on grade 11 of NRC's salary scale, accompanied by the organization's terms and conditions.
