Job Overview: The Associate Regional Project Officer position is a seconded role within the OSCE Secretariat, specifically located in the Forum for Security Co-operation Support and Operations Support Service (FOSS). This position is part of a project aimed at strengthening OSCE action against the illicit proliferation of Small Arms & Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA). The incumbent will support the establishment of a Regional Canine Training Center in South-Eastern Europe, coordinating with participating States and international partners to ensure project activities are synchronized and effective. The role involves providing advice and guidance to beneficiaries, overseeing external experts, and supporting project implementation through various tasks, including fundraising, monitoring expenditures, and conducting assessments. The position requires a proactive approach to project management and collaboration with diverse stakeholders to achieve the project's objectives.
Duties and Responsibilities: The Associate Regional Project Officer will be responsible for a wide range of tasks, including: supporting the implementation and coordination of project activities related to the establishment of a Regional Canine Training Center; providing advice and guidance to beneficiaries on project planning and implementation; overseeing the work of external experts and partners; conducting assessment missions to law enforcement and canine governance structures in South-Eastern Europe; developing project proposals and implementation modalities; monitoring project expenditures and providing briefings to donors; organizing awareness-raising and fundraising meetings; drafting regular progress reports for donor reporting; and conducting frequent duty travel within South-Eastern and Eastern Europe as required. The incumbent will also liaise with current and prospective donors and ensure that project outputs align with national and regional priorities.
Required Qualifications: Candidates must possess a first-level university degree in international security, political science, law enforcement, military/technical engineering, or a related field. A recognized project management certification is considered an asset. Additionally, candidates should have a minimum of four years of progressively responsible professional-level law enforcement field experience and project management, or two years with a second-level university degree. Experience in canine capacity building and law enforcement or military service is advantageous. Candidates must demonstrate proven knowledge of project management, excellent oral and written communication skills in English, and the ability to work effectively in a diverse team environment.
Educational Background: The educational requirement for this position is a first-level university degree, which can be in fields such as international security, political science, law enforcement, military/technical engineering, or related disciplines. A second-level university degree may reduce the required professional experience by two years. A recognized project management certification would also be beneficial for candidates.
Experience: The position requires a minimum of four years of progressively responsible professional-level experience in law enforcement and project management. Candidates with a second-level university degree may qualify with two years of experience. Previous experience in an international environment is required, and experience in canine capacity building is considered an asset. Candidates should also have a demonstrated ability to manage projects effectively, including knowledge transfer and training.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Working knowledge of Albanian, Bosnian, Croatian, Serbian, Montenegrin, or North Macedonian languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders in the region.
