Job Overview: The Adviser on Gender Issues will play a crucial role in supporting the OSCE's Gender Issues Programme (GIP), which aims to ensure a continuous and sustainablegender mainstreaming process across the organization. This position is focused on integrating a gender perspective into the OSCE's comprehensive security work, particularly in the politico-military dimension. The successful candidate will provide programmatic expertise in areas such as arms control, conflict prevention, policing, and security sector governance, with a specific emphasis on the Women, Peace and Security Agenda. The role requires collaboration with various departments and institutions within the OSCE to promote gender equality and implement the OSCE Action Plan for the Promotion of Gender Equality. The adviser will also be responsible for drafting reports, proposals, and briefings, and representing the Senior Adviser on Gender Issues in meetings and conferences.
Duties and Responsibilities:
Provide knowledge and expertise to OSCE departments and field operations on integrating a gender perspective into their programs and projects, particularly in the politico-military dimension.
Offer technical expertise on gender mainstreaming issues to senior management and collaborate with the Conflict Prevention Centre and other relevant units.
Draft briefings, proposals, and reports related to gender equality, including contributions to the OSCE Annual Progress Report.
Prepare talking points and speeches for senior management and represent the Senior Adviser on Gender Issues in various meetings and conferences.
Advise on project design and implementation to promote gender inclusion in comprehensive security activities, ensuring compliance with OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
Perform additional duties as assigned by the Senior Adviser on Gender Issues.
Required Qualifications: A first-level university degree in gender studies, international relations, political sciences, or a related field is required. Candidates must have a minimum of seven years of professional experience in gender issues, human rights, and peace and security, or five years with a second-level university degree. Solid experience in program management within bi- or multi-lateral development organizations, including field operations, is essential. Candidates should possess a strong knowledge of international texts and conventions related to gender equality, particularly the Women, Peace and Security Agenda. Familiarity with OSCE commitments and expertise in the first dimension is an asset. The ability to analyze and evaluate critical matters in gender equality and design strategies to address them is crucial. Professional fluency in English, with excellent communication skills, is mandatory; knowledge of other OSCE region languages, especially Russian, is advantageous. Candidates must demonstrate gender awareness and sensitivity, and the ability to work collaboratively with diverse teams while maintaining impartiality and objectivity. Computer literacy and practical experience with Microsoft applications are also required.
Educational Background: Candidates must possess a first-level university degree in gender studies, international relations, political sciences, or a related field. A second-level university degree is preferred and can reduce the required years of experience from seven to five.

Additional Notes: This position is open for secondment only, meaning that candidates must be nominated by their respective participating States. All costs related to the assignment must be borne by the nominating authorities. The OSCE does not provide a Board and Lodging Allowance for seconded staff members. The contract type is international secondment, and the position is full-time. The maximum period of service in this post is 10 years.
