Job Overview:
The Consultant will play a crucial role in enhancing the eLearning offerings of the Incident and Emergency Centre (IEC) within the IAEA's Department of Nuclear Safety and Security. This position involves optimizing existing training materials and developing new eLearning modules specifically focused on Emergency Preparedness and Response (EPR). The Consultant will ensure that these materials align with the IAEA's Safety Standards and effectively meet the needs of users and stakeholders. The role requires planning, coordination, and implementation of eLearning development, as well as integrating innovative instructional methodologies and technologies such as virtual reality (VR). The Consultant will also be responsible for soliciting feedback from users to continuously improve the eLearning materials, ensuring they build the necessary knowledge and skills for effective emergency preparedness and response.

Duties and Responsibilities:
  • Develop eLearning materials based on Safety Standards and EPR documents for the IAEA, ensuring they are technically sound and relevant.
  • Refine existing eLearning materials to align with IEC training programs, ensuring a structured approach to module development.
  • Track and document progress, outcomes, and action items from all work, maintaining accountability through user manuals and technical documentation.
  • Create a plan for expanding eLearning offerings available to Member States on EPR.
  • Develop promotional materials and communications to enhance awareness and participation in the eLearning program.
  • Engage with internal and external stakeholders to address their needs and foster collaboration in the eLearning initiative.

Required Qualifications:
Candidates must possess a university degree in relevant fields such as Instructional Design, Educational Technology, Learning Sciences, Digital Learning, Computer Science, or Educational Media Development. Alternatively, specialization or certification in eLearning development, simulation-based training, immersive learning environments, virtual reality (VR), augmented reality (AR), mixed reality (MR), human-computer interaction, or serious gaming for training may be accepted. Additionally, candidates should have at least five years of professional experience in designing and applying eLearning, simulation-based learning, and scenario-driven training. Proven project management experience is essential, and familiarity with Emergency Preparedness and Response or technical/scientific education is advantageous.

Educational Background:
A university degree in fields such as Instructional Design, Educational Technology, Learning Sciences, Digital Learning, Computer Science, or Educational Media Development is required. In lieu of a degree, relevant certifications or specializations in eLearning development and related fields may be accepted.

Experience:
Candidates should have a minimum of five years of professional experience in the design and application of eLearning and simulation-based learning. Experience in project management is crucial, and familiarity with Emergency Preparedness and Response or technical/scientific education is considered a distinct advantage.

Languages:
A good command of English, both oral and written, is mandatory. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The consultancy offers a daily fee of up to €250, depending on qualifications and experience. If travel is required for the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. Health coverage and pension fund responsibilities lie with the consultant.
