Job Overview:
The OSCE is seeking a specialized ArcGIS Online application developer to support the Geographic Information System Pilot Project (OGIS PP). This position is crucial for the final phase of the project, which aims to design, develop, test, and support GIS technology capabilities for OSCE executive structures, particularly in the field. The consultant will be responsible for ensuring business continuity and delivering high-quality web GIS products. The role involves working closely with the Operations Support Unit and collaborating with various stakeholders to create tailored GIS applications that meet specific business requirements. The consultant will also focus on improving existing applications, particularly the OSCE Presence Dashboard, and will engage with pilot users to gather and analyze requirements, ensuring that the developed solutions are user-friendly and effective.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Designing, configuring, developing, and deploying tailored GIS applications and tools that meet business requirements, with a strong emphasis on ArcGIS Online and ArcGIS Experience Builder.
  • Developing custom applications using Experience Builder Developer Edition, including creating custom widgets, themes, and layouts.
  • Utilizing web development technologies such as JavaScript/TypeScript, React, HTML, and CSS to enhance ArcGIS Online applications.
  • Engaging with OGIS pilot users and stakeholders to gather functional and non-functional requirements, documenting them as specifications.
  • Analyzing user needs and processes to design practical technical solutions.
  • Configuring and managing ArcGIS Online content, including web maps and hosted feature layers.
  • Creating visually effective and user-friendly GIS applications, applying principles of user interface and experience design.
  • Supporting data integration from various sources into ArcGIS Online applications, ensuring compliance with OSCE security requirements.
  • Troubleshooting and resolving technical issues related to GIS applications. 1
  • Conducting quality assurance and control activities, including functional testing and user acceptance testing. 1
  • Contributing to the documentation of GIS development lifecycle standards and maintenance notes. 1
  • Providing knowledge transfer and user guidance, including developing training materials for users. 1
  • Identifying lessons learned and best practices to inform future projects.

Required Qualifications:
Candidates must possess a first-level university degree in Computer Science, Cartography, Geography, Geographic Information Systems (GIS), or related fields. Recognized GIS certifications such as GIS Professional (GISP) and/or Esri Technical Certifications are desirable. Additionally, certifications in project management (PRINCE2 Foundation or equivalent) and ITIL (Foundation level or higher) are also preferred. A minimum of six years of progressively responsible professional-level experience in implementing GIS solutions and using GIS technologies is required, along with experience in designing, developing, testing, and supporting enterprise GIS products based on Esri software.

Educational Background:
The position requires a first-level university degree in relevant fields such as Computer Science, Cartography, Geography, or Geographic Information Systems (GIS). Candidates with recognized GIS certifications and project management certifications will have an advantage. A strong educational background in GIS and related technologies is essential for success in this role.

Experience:
Candidates should have a minimum of six years of progressively responsible professional-level experience in implementing GIS solutions. This includes experience in designing, developing, testing, and supporting enterprise GIS products, particularly those based on Esri software. Familiarity with ArcGIS Online administration and customization, as well as experience in business analysis and gathering user requirements, is also necessary.

Languages:
Professional fluency in English is mandatory, with excellent communication skills, both oral and written. Knowledge of additional languages may be considered an asset, but English proficiency is essential for this role.

Additional Notes:
The initial duration of the assignment is until December 31, 2026, with the possibility of further extensions based on financial and operational requirements. The position is classified as a consultant role under a Special Service Agreement (SSA), and it is a full-time position.
