Job Overview: The HR and Administrative Assistant plays a crucial role in supporting the UNDP Country Office in Bishkek by executing a full range of HR and administrative services. This position requires a proactive approach to ensure compliance with UNDP policies and procedures while maintaining high standards of service delivery. The assistant will work closely with the Operations Manager and Human Resources Associate to implement HR strategies, manage recruitment processes, and provide administrative support. The role also involves fostering a collaborative environment and contributing to the continuous improvement of HR and administrative functions within the office. The HR and Administrative Assistant is expected to enhance staff integration and readiness through effective onboarding processes and maintain accurate HR records and documentation.
Duties and Responsibilities:
Implement HR and Administrative strategies ensuring compliance with UNDP rules and regulations. Provide inputs for business process mapping and develop internal Standard Operating Procedures (SOPs) in HR and Administrative management.
Manage recruitment processes for various appointment types, ensuring timely identification and selection of qualified candidates. Maintain HR data and support payroll-related inquiries.
Oversee administrative services including travel arrangements, procurement processes, and event organization. Ensure proper documentation and compliance in all administrative functions.
Support knowledge building and sharing within the office, contributing to learning activities and knowledge networks.
Provide backstopping functions to HR and Administrative teams during absences, ensuring continuity of services.
Required Qualifications: Candidates must possess a minimum of five years of responsible administrative and human resources experience at the national or international level, or two years with a Bachelor’s degree. Relevant experience in HR services and administrative functions is essential. Proficiency in computer applications and office software is required, along with strong organizational and communication skills. Candidates with CIPS certification will have a distinct advantage, and those without it are expected to obtain it within one year of recruitment.
Educational Background: A secondary education is required, while a university degree (bachelor’s degree) in Human Resources, Organizational Management, Economics, Business or Public Administration, or relevant social sciences is preferred. CIPS level 2 certification is highly desirable and will be considered an advantage during the selection process.
Experience: The position requires a minimum of five years of relevant experience in administrative and human resources roles, with a preference for candidates who have worked in international organizations or the UN system. Experience in implementing HR services, administrative functions, and using ERP systems is highly valued. Candidates should demonstrate a strong ability to work with various stakeholders and clients.
Languages: Fluency in English, Kyrgyz, and Russian is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
