Job Overview:
The National Team Member for the evaluation of the Kyrgyzstan United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 will play a crucial role in supporting the evaluation process. This position involves working under the guidance of the Team Leader/International Consultant and contributing to various aspects of the evaluation, including planning, coordination, data collection, stakeholder engagement, analysis, and reporting. The National Team Member will be part of a three-member evaluation team and will provide both substantive and logistical support throughout the evaluation phases. Key responsibilities include stakeholder mapping, scheduling interviews and consultations, document review, translation and interpretation support, and compiling relevant national data. The consultant will also participate in field visits to engage with local authorities, civil society organizations, and communities, assessing progress and challenges related to the Cooperation Framework. The evaluation aims to generate evidence-based findings and practical recommendations to support accountability and organizational learning for the next UNSDCF cycle in Kyrgyzstan, adhering to United Nations evaluation standards and principles.

Duties and Responsibilities:
The National Team Member will have a comprehensive set of duties and responsibilities, including:
  • Supporting the implementation of the UNSDCF evaluation process in accordance with UNEG norms and standards.
  • Conducting desk reviews of strategic, programmatic, and policy documents relevant to the Cooperation Framework.
  • Assisting in mapping stakeholders and organizing consultations, interviews, focus group discussions, and workshops.
  • Participating in field visits and supporting data collection activities in selected regions of Kyrgyzstan.
  • Collecting, compiling, and analyzing qualitative and quantitative information from various sources.
  • Providing contextual analysis of national development priorities, governance structures, and UN partnerships in Kyrgyzstan.
  • Supporting the drafting and editing of evaluation deliverables, including background notes, presentations, and sections of reports.
  • Assisting with translation and interpretation between English and Russian/Kyrgyz as required.
  • Contributing to validation processes and incorporating stakeholder feedback into evaluation outputs. 1
  • Ensuring all work is conducted in accordance with principles of gender equality, human rights, disability inclusion, and Leave No One Behind. 1
  • Maintaining confidentiality and ethical handling of information collected during the evaluation process.

Required Qualifications:
The position requires several qualifications, including:
  • An advanced university degree (Master’s degree or equivalent) in public policy, economics, social sciences, international development, political science, evaluation, or a related field.
  • A minimum of 5 years of relevant professional experience in programme evaluation, research, development cooperation, governance, or related areas.
  • Experience supporting evaluations of UN programmes, development projects, or donor-funded initiatives is desirable.
  • A strong understanding of the development context and institutional landscape in Kyrgyzstan is required.
  • Proven experience in qualitative and quantitative data collection and analysis is required.
  • Familiarity with results-based management (RBM), SDGs, and UN programming processes is an asset.
  • Strong drafting, analytical, and organizational skills.
  • Experience organizing stakeholder consultations and workshops is desirable.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as public policy, economics, social sciences, international development, political science, evaluation, or a related area. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills required for the evaluation process.

Experience:
The position requires a minimum of 5 years of relevant professional experience in areas such as programme evaluation, research, development cooperation, governance, or related fields. This level of experience is crucial for understanding the complexities of the evaluation process and effectively contributing to the assessment of the UNSDCF in Kyrgyzstan.

Languages:
Fluency in English and Russian is required for this position. Knowledge of the Kyrgyz language will be considered an asset, as it will facilitate communication with local stakeholders and enhance the evaluation process.

Additional Notes:
The work location is home-based in Kyrgyzstan, with travel to Bishkek and selected regions of the country as required. The expected duration of the consultancy is 4 months.
