Job Overview:
The National Team Member will play a crucial role in the evaluation of the Kyrgyzstan United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-202
  • This position involves supporting the evaluation process under the guidance of the Team Leader/International Consultant. The consultant will be responsible for various tasks including planning, coordination, data collection, stakeholder engagement, analysis, and reporting. The evaluation aims to reflect national perspectives and local development priorities, ensuring that the findings are relevant and actionable. The National Team Member will work collaboratively with a three-member evaluation team, providing both substantive and logistical support throughout the evaluation phases. This includes stakeholder mapping, scheduling interviews, document reviews, and field visits to gather qualitative and quantitative data. The consultant will also contribute to drafting reports and presentations, ensuring that all outputs adhere to United Nations evaluation standards and principles of inclusive communication.

Duties and Responsibilities:
The National Team Member will have a comprehensive set of responsibilities, including: supporting the implementation of the UNSDCF evaluation process in accordance with UNEG norms and standards; conducting desk reviews of relevant strategic, programmatic, and policy documents; mapping stakeholders and organizing consultations, interviews, and focus group discussions; participating in field visits to collect data in selected regions of Kyrgyzstan; compiling and analyzing qualitative and quantitative information; providing contextual analysis of national development priorities and governance structures; drafting and editing evaluation deliverables; assisting with translation and interpretation between English and Russian/Kyrgyz; contributing to validation processes and incorporating stakeholder feedback; and ensuring that all work aligns with principles of gender equality, human rights, and ethical handling of information.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as public policy, economics, social sciences, international development, political science, evaluation, or a related area. A minimum of 5 years of relevant professional experience in programme evaluation, research, development cooperation, or governance is required. Experience in supporting evaluations of UN programmes or donor-funded initiatives is desirable. A strong understanding of the development context in Kyrgyzstan is essential, along with proven experience in qualitative and quantitative data collection and analysis. Familiarity with results-based management (RBM), the Sustainable Development Goals (SDGs), and UN programming processes is an asset. Candidates should also demonstrate strong drafting, analytical, and organizational skills, as well as experience in organizing stakeholder consultations and workshops.

Educational Background:
The position requires an advanced university degree, specifically a Master’s degree or equivalent, in relevant fields such as public policy, economics, social sciences, international development, political science, or evaluation. This educational background is crucial for understanding the complexities of development cooperation and evaluation processes.

Experience:
The ideal candidate should have a minimum of 5 years of relevant professional experience. This experience should encompass programme evaluation, research, development cooperation, governance, or related areas. Additionally, experience in supporting evaluations of UN programmes or development projects is highly desirable, as it indicates familiarity with the specific challenges and methodologies used in this context.

Languages:
Fluency in English and Russian is mandatory for this position, as these languages are essential for communication and documentation. Knowledge of the Kyrgyz language is considered an asset, as it would facilitate engagement with local stakeholders and enhance the evaluation process.

Additional Notes:
The consultancy is expected to last for 4 months, with the work being home-based in Kyrgyzstan, requiring travel to Bishkek and selected regions of the country as necessary. The position is part of a collaborative evaluation team, and all outputs must comply with United Nations evaluation standards.
