Job Overview: The WEE Programme Specialist will report to the Deputy Representative/Head of Programmes and will lead the planning, implementation, and management of the Women’s Economic Empowerment (WEE) interventions in Ukraine. This role involves collaborating closely with various stakeholders, including government officials, civil society, and UN Women HQ staff, to ensure effective program implementation. The specialist will be responsible for designing and developing strategies for WEE, managing program budgets, and overseeing the technical implementation of projects. The position also entails monitoring and reporting on program outcomes, managing partnerships, and contributing to inter-agency coordination efforts to align UN Women’s initiatives with broader national and international goals.
Duties and Responsibilities:
Design and develop programme strategies in the area of Women’s Economic Empowerment (WEE), including drafting proposals and inputs for country strategy documents.
Manage the implementation of the WEE programme, including finalizing workplans and budgets, ensuring technical implementation, and managing partner reports.
Oversee monitoring and reporting of WEE projects, including writing quarterly and donor reports.
Manage financial resources and personnel within the WEE programme, including supervising staff and conducting performance assessments.
Develop partnerships and resource mobilization strategies, analyzing donor opportunities and preparing briefs.
Contribute to inter-agency coordination on WEE, ensuring alignment with other initiatives.
Manage advocacy and communication efforts related to WEE, developing strategies and knowledge management products.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as economics, finance, social sciences, human rights, gender studies, or international development. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification is considered an advantage. Candidates should demonstrate strong programme formulation, implementation, monitoring, and evaluation skills, along with knowledge of Results Based Management and women’s economic empowerment.
Educational Background: The educational requirement for this position includes a Master’s degree or equivalent in relevant fields such as economics, finance, social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification would be beneficial.
Experience: Candidates should have at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects. Technical experience in women’s economic empowerment is required, along with proficiency in office software and web-based management systems. Experience in coordinating with government agencies and donors is desirable, as is experience within the UN System and familiarity with modern web-based ERP systems, preferably Oracle Cloud.
Languages: Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
Additional Notes: The position is full-time and involves leading a team of 4-6 personnel, including programme analysts and associates.
