Job Overview:
The HR Officer position at NRC is primarily focused on managing the HR contracting process for the Country Office and assisting with payroll operations. This role is crucial in ensuring compliance with NRC policies, Ukrainian labor laws, and maintaining accurate HR documentation. The HR Officer will be responsible for preparing employment contracts, managing employee records, and providing technical support to area offices regarding HR-related queries. The position requires a proactive approach to improve HR processes and ensure that all HR functions are executed efficiently and in accordance with established guidelines. The HR Officer will also act as a point of contact for employees regarding various HR matters, including business trips and leave requests, thereby playing a vital role in fostering a supportive work environment.

Duties and Responsibilities:
The HR Officer will undertake a variety of duties, including but not limited to: ensuring compliance with NRC policies and Ukrainian labor laws; preparing and developing status reports for management; maintaining proper filing of HR documents; providing technical support to area offices; preparing documentation for business trips and per diem payments; managing records of sick leaves and other types of leaves; preparing employment contracts and related documents; administering personnel files; ensuring accurate storage of timesheets; supporting the HR Adviser with military conscription exemption processes; entering data into the 1C system; preparing payroll for national staff; coordinating with insurance providers; and performing any other duties assigned by the Line Manager. The HR Officer must ensure that all tasks are completed in a timely and accurate manner, contributing to the overall efficiency of the HR department.

Required Qualifications:
Candidates for the HR Officer position must possess a minimum of 2 years of experience in the HR field, preferably within a humanitarian context. A good command of English, both written and verbal, is essential. Previous experience in complex and volatile environments is advantageous. Candidates should demonstrate strong organizational and planning skills, the ability to manage a challenging workload, and a proactive approach to problem-solving. Familiarity with the 1C interface, particularly the HR module, is considered a plus. The ideal candidate will also have excellent interpersonal skills, be responsible and punctual, and maintain discretion with confidential information.

Educational Background:
A university degree in HR, personnel management, administration, finance, or a related field is required for the HR Officer position. This educational background provides the foundational knowledge necessary for understanding HR practices and regulations, particularly within the humanitarian sector. Candidates with relevant certifications or additional training in HR management will be viewed favorably.

Experience:
The HR Officer role requires a minimum of 2 years of relevant experience in the HR field. Experience working in a humanitarian context is highly desirable, as it equips candidates with the necessary skills to navigate the unique challenges faced in such environments. Familiarity with personnel record-keeping and HR processes is essential, along with a proven ability to handle a diverse range of HR functions effectively.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. While not required, knowledge of additional languages may be considered an asset, particularly in enhancing communication with diverse staff and stakeholders.

This position is open exclusively to candidates who have the legal right to work in Ukraine. NRC is unable to provide work permits or visa sponsorships for this role.
