Job Overview:
The position involves the recruitment of an expert tasked with the development of a technical specifications document for the National Green Pulse Platform. This role is crucial as it will contribute to the establishment of a framework that supports sustainable development initiatives in Tunisia. The expert will be expected to engage in a comprehensive analysis of the requirements for the platform, ensuring that the specifications align with national and international standards. The mission is set to span over four months, requiring a total of 30 working hours, during which the expert will collaborate with various stakeholders to gather insights and feedback necessary for the successful completion of the specifications document. The expert will also be responsible for ensuring that the specifications are clear, detailed, and actionable, facilitating the subsequent phases of the project.

Duties and Responsibilities:
The expert will be responsible for the following duties and responsibilities:
  • Conducting a thorough assessment of the current needs and requirements for the National Green Pulse Platform.
  • Engaging with stakeholders, including government agencies, NGOs, and community representatives, to gather input and feedback on the specifications.
  • Drafting a comprehensive technical specifications document that outlines the functional and non-functional requirements of the platform.
  • Ensuring that the specifications adhere to best practices and standards in technology and sustainability.
  • Reviewing and revising the specifications based on stakeholder feedback and technical evaluations.
  • Presenting the final specifications document to the UNDP and relevant stakeholders for approval.
  • Providing ongoing support and clarification during the implementation phase of the project as needed.

Required Qualifications:
Candidates must possess the following qualifications:
  • Proven experience in developing technical specifications for digital platforms or similar projects.
  • Strong understanding of sustainable development principles and practices.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders and facilitate discussions.
  • Strong written and verbal communication skills in both French and English.
  • Familiarity with the UNDP procurement processes and standards is an advantage.

Educational Background:
A minimum of a Master’s degree in a relevant field such as Environmental Science, Information Technology, Project Management, or a related discipline is required. Additional certifications in project management or sustainable development will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in developing technical specifications or managing similar projects. Experience working with international organizations, particularly in the context of sustainable development, is highly desirable.

Languages:
Fluency in French is mandatory, as the specifications document will be developed in French. Proficiency in English is also required to facilitate communication with international stakeholders. Knowledge of Arabic is a plus but not mandatory.

Additional Notes:
This position is classified as an individual contractor role, with a contract duration of four months. The expert is expected to work part-time, dedicating a total of 30 hours to the project. The recruitment is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
