Job Overview:
The position of Individual Consultant for the Probation Services Capacity Strengthening Programme involves enhancing the capabilities of probation services through a structured training approach. This role is crucial in implementing a Train-the-Trainer model, which aims to empower local trainers to effectively deliver training programs. The consultant will be responsible for assessing current probation service capacities, identifying gaps, and developing tailored training materials and programs. The consultant will also facilitate training sessions, ensuring that the trainers are well-equipped to continue the training independently. This position requires a deep understanding of probation services, training methodologies, and the ability to work collaboratively with various stakeholders, including government agencies and community organizations. The consultant will play a pivotal role in strengthening the overall effectiveness of probation services in Trinidad and Tobago, contributing to the broader goals of justice reform and community safety.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant include:
  • Conducting a comprehensive assessment of the current probation services in Trinidad and Tobago to identify strengths and weaknesses.
  • Developing a detailed training needs analysis to inform the design of the training program.
  • Creating training materials and resources that are culturally relevant and tailored to the needs of the probation services.
  • Facilitating training sessions for selected trainers, ensuring they understand the content and delivery methods.
  • Providing ongoing support and mentorship to trainers as they implement the training within their respective organizations.
  • Monitoring and evaluating the effectiveness of the training program and making necessary adjustments based on feedback and outcomes.
  • Collaborating with UNDP and other stakeholders to ensure alignment with national policies and strategies related to probation services.
  • Preparing and submitting progress reports to UNDP, detailing activities undertaken, challenges faced, and recommendations for future actions.

Required Qualifications:
The required qualifications for this position include:
  • A strong background in criminal justice, social work, or a related field, with a focus on probation services.
  • Proven experience in designing and delivering training programs, particularly in a governmental or non-profit context.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Strong analytical skills to assess training needs and evaluate program effectiveness.
  • Familiarity with the legal and policy frameworks governing probation services in Trinidad and Tobago.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
Candidates should possess at least a Master’s degree in criminal justice, social work, psychology, or a related field. A Ph.D. or equivalent advanced degree is preferred, particularly for those with extensive experience in probation services or training methodologies. Additional certifications in training and development or adult education would be advantageous.

Experience:
The position requires a minimum of 5 years of relevant experience in probation services, criminal justice reform, or capacity building in a governmental or non-governmental context. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Candidates should demonstrate a track record of successfully implementing training programs and working collaboratively with various stakeholders.

Languages:
Fluency in English is mandatory, as all training materials and sessions will be conducted in English. Knowledge of Spanish or French would be considered an asset, as it may facilitate communication with a broader range of stakeholders and enhance the consultant's ability to engage with diverse communities.

Additional Notes:
This consultancy position is for a fixed term of four months, with the possibility of extension based on performance and project needs. The consultant will work on a full-time basis, with specific hours to be agreed upon with UNDP. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
