Job Overview: The Information Management Specialist position is embedded within the CRS Humanitarian Response Department (HRD) and plays a crucial role in enhancing Information Management (IM) as a core function. The specialist is tasked with ensuring that data systems, workflows, and tools are effectively utilized to support evidence-based decision-making across various programming initiatives. This role involves integrating spatial and programmatic data into user-friendly dashboards and reporting tools, which facilitate real-time visualization and progress tracking. Additionally, the specialist promotes the use of advanced analytics and artificial intelligence (AI) to improve data processing, generate insights, and enhance decision-making efficiency. The incumbent will support the effective and scalable use of CRS’s core ICT4D and information management systems, ensuring timely data collection, analysis, visualization, and dissemination, while also ensuring that the ICT4D Technology Portfolio meets the agency’s programmatic needs.
Duties and Responsibilities: The duties and responsibilities of the Information Management Specialist include: collecting and analyzing program data, capturing and sharing lessons learned and best practices for specific projects to facilitate improvements in decision-making, and contributing to the ICT4D learning agenda. The specialist will function as a technical product lead for the Humanitarian Response IM platform, ensuring effective administration, adherence to security" style="border-bottom: 1px dotted #007bff !important;">security protocols, and application of standard operating procedures. They will act as an advisor on the humanitarian response IM platform, contributing to its adoption scale in partnership with key stakeholders. The role also involves providing technical support for configuring complex scenarios and implementing integrations with other ICT4D systems. The specialist will support research and analysis of core ICT4D technologies to drive appropriate innovation and the rollout of new releases. They will be responsible for the operationalization and decommissioning of new and existing platforms in accordance with existing standards. Additionally, the specialist will contribute to capacity strengthening and learning initiatives in ICT4D for staff and partners by developing learning strategies, conducting trainings and workshops, and convening a community of practice. Monitoring and analysis of the Humanitarian Response platform and other related key ICT4D platforms will also be part of their responsibilities, focusing on identifying new scale opportunities and establishing product roadmaps.
Required Qualifications: The required qualifications for the Information Management Specialist position include demonstrable experience in developing and following standard operating procedures for technology use, a strong understanding of the software development lifecycle and service delivery, and a basic understanding of human-centered design (HCD) approaches. Candidates should have a basic understanding of CRS’ procedural concepts that the ICT4D platform supports, such as MEAL and HRD. The ability to evaluate the value addition and impact through the supported platforms is essential. Candidates must be detail-oriented in terms of time management, communication, teamwork, creative thinking, analytical skills, and problem-solving abilities. They should be capable of handling multiple priorities in a fast-paced environment and possess skills in strategic, analytical, human-centered ICT problem-solving and systems thinking. Good relationship management skills are necessary, with the ability to influence and gain buy-in from individuals not under direct supervision and to work effectively with diverse geographical and cultural settings. Presentation, facilitation, and training skills are also required.
Educational Background: Candidates must possess a Bachelor’s degree in information systems, engineering, or a related IT field, or have equivalent experience. This educational background is essential for understanding the technical aspects of the role and for effectively managing information systems.
Experience: A minimum of 5 years of experience in the administration, maintenance, development, designing, and operationalization of software systems is required. Candidates should have experience training both technical and non-technical stakeholders on system lifecycle, best practices, system enhancements, and maintenance cycles. Demonstrated experience leveraging digital technologies in international development, humanitarian, and/or low-resource contexts is also necessary.
Languages: Proficiency in English, both verbal and written, is mandatory. Additionally, knowledge of one of the following languages is considered an advantage: French, Spanish, or Arabic. This multilingual capability can enhance communication and collaboration in diverse settings.

The successful candidate must be willing and able to travel up to 30% and should have the capacity to live and work in difficult or stressful environments, serving wherever the agency needs dictate. The role does not involve supervisory responsibilities.
