Job Overview: The position is for an Individual Contractor (IC) who will serve as a consultant to apply the methodology generated by UNDP, specifically the Digital Readiness Assessment (DRA). The primary goal of this role is to promote efficient, safe, and low-emission mobility solutions that can be scaled at both territorial and national levels. The consultant will be expected to engage with various stakeholders, analyze existing mobility frameworks, and provide actionable recommendations to enhance transportation systems in Colombia. This role is crucial for advancing sustainable mobility initiatives and ensuring that they align with national development goals. The consultant will work closely with UNDP teams and local authorities to implement strategies that foster digitalization in transportation, ultimately contributing to a greener and more efficient transport sector.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current mobility landscape in Colombia, focusing on digital readiness and sustainability.
Collaborate with local stakeholders, including government agencies, NGOs, and community organizations, to gather insights and data relevant to mobility challenges.
Develop a detailed report outlining findings from the Digital Readiness Assessment, including strengths, weaknesses, opportunities, and threats related to sustainable mobility.
Propose actionable strategies and recommendations for enhancing digitalization in transportation systems.
Facilitate workshops and training sessions to educate stakeholders on best practices in sustainable mobility and digital transformation.
Monitor and evaluate the implementation of proposed strategies, providing ongoing support and adjustments as necessary.
Prepare and submit progress reports to UNDP, ensuring transparency and accountability throughout the consultancy period.
Required Qualifications:
Proven experience in transportation planning, sustainable mobility, or related fields.
Strong understanding of digital technologies and their applications in the transportation sector.
Excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable insights.
Demonstrated ability to work collaboratively with diverse stakeholders, including government officials, community leaders, and private sector representatives.
Strong communication skills, both written and verbal, in Spanish and English.
Educational Background: A minimum of a Master's degree in Transportation Engineering, Urban Planning, Environmental Science, or a related field is required. Additional certifications or training in sustainable development or digital technologies will be considered an advantage.
Experience: At least 5 years of professional experience in transportation planning, sustainable mobility projects, or related consultancy roles is required. Experience working with international organizations or government agencies on similar projects will be highly regarded.
Languages: Fluency in Spanish is mandatory, as the role requires extensive communication with local stakeholders. Proficiency in English is also required to ensure effective collaboration with UNDP teams and for reporting purposes. Knowledge of additional languages relevant to the region may be considered a plus.
Additional Notes: The consultancy period is set for 6 months, with the possibility of extension based on project needs and performance. This position is classified as an Individual Contractor role, which may involve flexible working hours and remote collaboration.
